County Passes Lease Rates For ‘Old Hospital’; Hopeful On Filling Building

CLARION, Pa. (EYT) – Occupancy is increasing at the Clarion County owned Human Services Complex on Seventh Avenue at the same time County Commissioners approved annual leases for the current occupants.

“We are not that far from being full, and once some people move in this summer, we won’t have a lot of space left,” said Clarion County Commissioner Ted Tharan at Tuesday morning’s meeting.

The County is only permitted to recover expenses, including utilities, to human services agencies occupying the building.  An official formula is used to calculate the annual rates.

Occupants now pay $16,957 per month or $107,553 per year.

Leases approved for renewal at the Human Services Complex from July 1, 2016, to June 30, 2017, included the following providers or tenants:

• Clarion County Human Service Department — Monthly Rate: $485
• Clarion County Promise — Monthly Rate: $775
• Center for Community Resources — Monthly Rate: $1,887
• Community Guidance Center — Monthly Rate: $1,250
• Clarion Vocational Services — Monthly Rate: $1,350
• MH/DD/EI Administration — Monthly Rate: $1,688
• Roads to Recovery —  Monthly Rate: $1,005
• Center for Community Resources — Monthly Rate: $281 (ANR program related)
• Clarion County Children and Youth Services — Monthly Rate: $8,236

Although the County has not yet signed a contract for additional occupants, Tharan outlined plans that will likely nearly fill the “old hospital.”

“Part of our plan is that we have to move the soil conservation offices from the basement of this building (Main Street Administrative Building) down to the old hospital,” said Tharan. “We have to get the voting machines secure if we’re going to use the basement of this building since the department of elections is here.  We need to secure all of the voting machines and have a place set up where you can test them and everything like that. Half are at the courthouse, half are here, and it’s scattered all over, so that’s our plan for that section.”

“There is another company that works for us — Justice Works — that wants to lease the one end of the first floor down there in the South Wing and we’ll be moving them in, probably in August.”

“The coroner is going to have a spot in the basement for his cooler and things whenever they have to hold a body they can do that.”

“There is another company that we’ve talked to briefly that wants more space down there.  We’re trying to fill it up, and we should be real close to being full down there, and then we’ll be working on our next project. We want to make everything as efficient as possible.”
