St. Petersburg Man Waives Preliminary Hearing on Drug Charges

KNOX, Pa. (EYT) — A preliminary hearing for a Saint Petersburg man accused of possession of controlled substances and related charges has been waived for court.

According to court documents, criminal charges against 32-year-old Brad Jacob Coen, of Saint Petersburg, will proceed to the Clarion County Court of Common Pleas.

He faces the following charges:

  • DUI: Controlled Substance – Impaired Ability – 1st Offense, Misdemeanor
  • DUI: General Impairment/Incompetent of Driving Safely – 1st Offense, Misdemeanor
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Careless Driving, Summary
  • Disregard Traffic Lane (Single), Summary

Two second-degree misdemeanor charges for Recklessly Endangering Another Person were withdrawn.

He remains free on $1,000.00 unsecured bail.

The case is working its way through the court system.

Details of the May 9 Incident

According to a criminal complaint, around 8:55 a.m. on May 9, Chief Bowen, of the Knox Borough Police Department, was notified by a known woman that “she followed a 2012 Mazda from Lamartine to Knox Borough on State Route 208 that was all over the road and proceeded to cross the center line multiple times….also, when the vehicle approached the construction area on Route 208, it struck an orange cone while going through the construction zone.” The known woman provided Chief Bowen with the vehicle registration plate number.

Around 9:06 a.m. Chief Bowen made contact with Brad Jacob Coen, the driver of the vehicle. Upon speaking with Coen, Chief Bowen observed the following: “droopy eyes, drowsiness, and slow, thick speech.” SFST (Standardized Field Sobriety Tests) were completed, and clues of impairment were observed. Coen was taken into custody, the complaint states.

Coen allegedly advised Chief Bowen that he had a pill in a grinder container underneath the front driver’s seat. It was identified as Diazepam, a schedule 4 controlled substance, the complaint indicates.

Coen’s two- and four-year-old children were in the Mazda while he was allegedly DUI, according to the complaint.

Coen was transported to the Clarion Hospital for a legal blood draw, the complaint continues.

He was arraigned in front of Magisterial Amy Long Turk and released on $1,000.00 unsecured bail.
