Knox Man Faces New Theft of Firearms Charges

BEAVER TWP., Pa. (EYT) — A Knox man is facing additional theft of firearms charges stemming an incident that occurred in Knox, Beaver Township, Clarion County.

Court records indicate Clarion-based State Police filed criminal charges on July 19 against 38-year-old Charles Ross Ploof, of Knox.

According to a criminal complaint, around July 31, 2015, Charles Ploof allegedly borrowed a Marlin 270 rifle — valued at $525.00 — and a Savage 22 rifle from a known man. The known man gave Ploof a chance to return the firearms and failed to return them.

The complaints states that Ploof “told (the known man) that the firearms were at his mother’s and he would have to go up and get them but was unable at this time. Ploof now will not return (the known man’s) phone calls.”

“Ploof intentionally created a false impression and sold the guns which knowingly did not belong to him,” according to the complaint.

Ploof was arraigned at 10:20 a.m. on July 19 in front of Magisterial District Judge Amy Long Turk on two second-degree felony counts of Theft By Deception-False Impression.

He is free on $10,000.00 Unsecured bail. According to court documents, the reason for the bail action was an agreement between the prosecution and defense.

A preliminary hearing is scheduled for 1:45 p.m. on July 26 with Judge Turk presiding.

Ploof is facing a second preliminary hearing on July 26 for a January 19, 2016 Theft by Deception-False Impression Charge (Felony 2).

In addition, on April 20, 2016, the Clarion County Court of Common Pleas ordered Ploof to a two-year ARD program for Theft By Decep-False Impression stemming from a November 20, 2015 case. The grade was changed from a Felony 2 to a Misdemeanor 1.

According to court documents, the conditions of his sentence are as follows:

  • Community Service — Defendant is ordered to complete 25 hours of Community Service.
  • Costs of Prosecution/Supervision Fee — Defendant shall pay the costs of prosecution and the cost of supervision fee.
  • Good Behavior — Defendant shall be on good behavior and obey the laws.
  • No Alcohol — The defendant shall not consume any alcoholic beverages or illegal drugs.
  • Responsibilities — The Defendant shall fully comply with the rules and regulations of the Clarion County.
  • Adult Probation Office applicable to those persons on Accelerated Rehabilitative Disposition.
  • Restitution — Defendant shall pay restitution.
