Two Arrested in Apparent Meth Busts in Beaver, Monroe Townships

CLARION CO., Pa. (EYT) — Two people are facing felony charges following a Clarion County Narcotics Enforcement Team (CNET) drug bust.

According to court documents, Clarion County Chief Detective William H. Peck, IV, filed criminal charges against 28-year-old Shayla Ann Rhoads, of Knox, and 38-year-old Dustin Allen Rapp, of Emlenton.

November 20, 2015 Monroe Township Incident Involving Shayla Ann Rhoads

According to a criminal complaint, around 6:29 p.m. on November 20, 2015, Shayla Rhoads purchased a quart of Coleman Fuel at Clarion WalMart for $5.97. Around 6:10 p.m. on the same day, “Rhoads attempted to purchase Allergy & Congestion Relief which contains 3.6 grams of Pseudoephedrine but was blocked due to the Federal Compliance Law. She had already purchased over 9 grams in 30 days.”

The complaint indicates the following:

– Around 12:47 p.m. on November 21, Rhoads again attempted to purchase Allergy & Congestion Relief but was blocked.

– Around 12:48 p.m. on November 21, Rhoads again attempted to purchase Allergy & Congestion Relief but was blocked.

– Around 1:34 p.m, on November 21, Rhoads attempted to purchase Loratadine D 24 (15 count) containing 3.6 grams of Pseudoephedrine but was blocked.

– Around 12:17 p.m. on November 22, Rhoads purchased Allergy & Congestion Relief (15 count) containing 3.6 grams of Pseudoephedrine.

The above listed items are used in the process of manufacturing of Methamphetamine, according to Detective Peck.

Charges for November 20 Incident:

Rhoades was arraigned at 1:40 p.m. on August 4 in front of Magisterial District Judge Timothy P. Schill on the following charges:

– Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substances, Felony
– Knowingly Possessing Ephedrine, Misdemeanor

Unable to post $25,000.00 monetary bail, Rhoads was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 10:30 a.m. on August 16 with Judge Schill presiding.

January 7, 2016 Monroe Township Incident Involving Shayla Rhoads

According to a criminal complaint, “around 8:19 p.m. on January 7, 2016, Shayla Rhoads purchased Allergy & Congestion Relief which contains 3.6 grams of Pseudoephedrine.”

The complaint states that “around 8:23 p.m. on January 7, Rhoads purchased a quart of Coleman Fuel.”

Charges for January 7 Incident:

Rhoads was arraigned at 1:37 p.m. on August 4 in front of Judge Schill on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substances, Felony
– Knowingly Possessing Ephedrine, Misdemeanor

Bail was set at $25,000.00 monetary.

A preliminary hearing is scheduled for 10:30 a.m. on August 16 with Judge Schill presiding.

February 6, 2016 Beaver Township Incident Involving Shayla Ann Rhoads (and Dustin Rapp)

According to a criminal complaint, Detective Peck received information of suspicious activity involving Shayla Ann Rhoads and Dustin Rapp.

On February 6, 2016, “around 10:54 a.m., Rapp purchased a bottle of Lye Drain Opener for $3.70. Around 11:30 p.m., a female (identified as Shayla Rhoads) in Rapp’s vehicle entered the store and purchased a gallon of Coleman Fuel for $15.88,” the complaint states.

Detective Peck was able to verify that “Rhoads purchased OHM Allergy Relief and Nasal Decongestant 24 hr. (15 count) containing 3.6 grams of Pseudoepedrine, another item used in the process of manufacturing Methamphetamine,” the complaint indicates.

“Between Rapp and Rhoads, they purchased three times from two different locations within 36 minutes,” the complaint continues.

“On February 8, receipts of the items purchased by Rapp and Rhoads were obtained. Store video was also obtained which shows Rhoads purchasing OHM Allergy Relief and Nasal Decongestant,” according to the complaint.

The above items mentioned are used in the process of the manufacturing of Methamphetamine. a Schedule II Controlled Substance, according to Detective Peck.

Charges for February 6 Incident:

Rhoads was arraigned at 1:56 p.m. on August 8 in front of Magisterial District Judge Amy Long Turk.

Bail was set at $10,000.00 monetary.

A preliminary hearing is scheduled for 10:30 a.m. on August 16 with Judge Turk presiding.

May 11, 2016 Incident Involving Shayla Rhoads

Rhoads is also awaiting a preliminary hearing set for 8:45 a.m. on September 20 in front of Judge Turk on the following charges:

– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– DUI: Controlled Substance — Schedule 1 — 1st Offense, Misdemeanor 1
– Controlled Substance — Impaired Ability — 1st Offense, Misdemeanor 1
– Make Repairs/Sell/Etc. Offense Weapon, Misdemeanor 1
– Disregard Traffic Lane (Single), Summary

Rhoads remains in Clarion County Jail awaiting court proceedings.

November 14, 2015 Monroe Township Incident Involving Dustin Allen Rapp

Court documents indicate on August 4, Detective Peck filed criminal charges against 38-year-old Dustin Allen Rapp, of Emlenton.

According to a criminal complaint, “during the course of his investigation, Detective Peck obtained information that Dustin Rapp was involved in manufacturing Methamphetamine using the ‘one pot’ method.”

“It was determined that around 12:20 p.m. on November 14, 2015, Rapp went to WalMart in Clarion and purchased an allergy product containing Pseudoephedrine and required items used in the manufacturing of Methamphetamine,” the complaint states.

The investigation also determined that “Rapp was with another adult male who purchased drain opener at 12:20 p.m. on November 14, 2015. The adult male arrived in the same vehicle, and the two men entered WalMart store together. Rapp purchased the Pseudoephedrine at the same time the other adult male purchased the drain opener, an item used in the process of manufacturing Methamphetamine using the ‘one pot’ method,'” the complaint indicates.

In June of 2016, Rapp was placed on Clarion Adult Probation, and “he submitted to a drug test in June and tested positive and admitted to using Methamphetamine,” according to the complaint.

In July of 2016, while on Adult Probation, “Rapp again admitted to using Methamphetamine and was found to be in possession of a coffee filter with Methamphetamine residue,” the complaint continues.

Detective Peck “obtained statements from other persons involved in the use of Methamphetamine. They related they saw Rapp making Methamphetamine, and one witness stated that Rapp actually showed and instructed the person on the proper steps on how to manufacture Methamphetamine,” according to the complaint.

“Based on Detective Peck’s experience, the items listed above, and the manner in which they were purchased indicates Rapp’s involvement in the manufacturing of Methamphetamine, a Schedule II Controlled Substance,” the complaint states.

Charges for November 20 Incident:

Rapp was arraigned at 2:38 p.m. on August 4 in front of Judge Schill on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substances, Felony
– Knowingly Possessing Ephedrine, Misdemeanor

Unable to post $50,000.00 monetary bail, Rapp was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 10:30 a.m. on August 16 with Judge Schill presiding.

February 6, 2016 Beaver Township Incident Involving Dustin Allen Rapp (and Shayla Rhoads)

According to court documents, on August 5, Detective Peck filed criminal charges against Rapp in Magisterial District Judge Amy Long Turk’s office.

Rapp was arraigned at 2:08 p.m. on August 8 on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substances, Felony
– Plac Adv Sale Of Drug Paraphernalia, Misdemeanor

Bail was set at $10,000.00 monetary.

A preliminary hearing is scheduled for 10:30 a.m. on August 16 with Judge Turk presiding.

Rapp remains in the Clarion County Jail.
