Undercover Heroin Sting Leads to Arrest of Knox Man, Shippenville Teen

CLARION, Pa. (EYT) — Two Clarion County residents are facing felony drug charges as a result of an undercover drug sting by the Clarion County Narcotics Enforcement Team (CNET) and Pennsylvania State Police Troop C.

Charges have been filed against Robert James “Buddy” Elder, 30, of Knox, and Lindsey Nicole Wolbert, 19, of Shippenville, for their alleged roles in a drug buy on July 25.

CNET with the assistance of State Police Troop C Vice Unit reportedly made a controlled drug purchase of heroin from Wolbert and Elder on July 25, according to a criminal complaint filed by Clarion County Chief Detective William Peck IV.

Court documents indicate that a confidential informant contacted Elder via phone and set up the purchase of heroin in exchange for an undisclosed amount of money. 

Elder picked a meeting location and allegedly stated that “he or Lindsey” would meet the confidential informant.

According to the criminal complaint, the confidential informant then met with Wolbert and gave her money in exchange for heroin.

Charges were subsequently filed against Elder and Wolbert on August 5 at District Judge Duane L. Quinn’s office.

Elder faces the following charges:

  • Manufacture, delivery, or possession with intent to manufacture or deliver, a controlled substance, Felony
  • Criminal use of communication facility, Felony 3

Wolbert faces the following charges:

  • Manufacture, delivery, or possession with intent to manufacture or deliver a controlled substance, Felony
  • Conspiracy — Manufacture, delivery, or possession with intent to manufacture or deliver a controlled substance, Felony
  • Intentional Possession Controlled Substance by Person not Registered, Misdemeanor

Additionally, Wolbert and Shayla Ann Rhoads, of Knox, are facing two felony counts each for harboring Elder and hindering his apprehension.

As of Wednesday evening, the trio remains lodged in the Clarion County Jail.

In unrelated cases, Rhoads is facing meth-related drug charges and Elder has been charged with the alleged theft of a dirt bike.
