CNET Busts Two for Allegedly Dealing Heroin in Clarion Borough

CLARION, Pa. (EYT) – Two Clarion men are facing felony drug charges following an undercover sting in the Borough.

Heroin Purchased by CNET Confidential Informant

According to a criminal complaint filed last week by Clarion County Chief Detective William H. Peck, IV, Clarion County Narcotics Enforcement Team (CNET) conducted a controlled drug purchase on July 6 involving 33-year-old John E. Goodman, Jr. and 38-year-old Justin C. Stark.

The criminal complaint states that CNET — in conjunction with Pennsylvania State Police Troop C Vice Unit — made the purchase utilizing a confidential informant who called Stark and set up a transaction involving the exchange of heroin for $150.00.

Arrangements were made for the transaction to take place at a South 5th Avenue residence.

Prior to the alleged transaction, Detective Peck observed Goodman standing on the sidewalk in front of the residence while a younger female was sitting on the side porch, according to the criminal complaint.

The criminal complaint states that Detective Peck then observed an exchange between the confidential informant and Goodman.

Following the exchange, officers met with the confidential informant. He produced a cigarette pack containing 10 stamp bags of suspected heroin. The heroin was seized and placed into evidence.

The confidential informant confirmed that Goodman made the transaction while his daughter was sitting on the porch. His son exited the house just prior to the confidential informant leaving, according to the criminal complaint.

Court documents indicate the following charges were filed against Goodman at District Judge Duane L. Quinn’s office on August 9.

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

An active arrest warrant was subsequently issued.

The following charges were filed against Stark at Quinn’s office on August 9.

  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Criminal Use Of Communication Facility, Felony 3

He is awaiting a preliminary hearing.

Additional Charges Filed Against Goodman

On August 10 around 4:10 p.m., Detective Peck observed a 2000 Dodge Neon operated by Goodman traveling on South 4th Avenue in Clarion Borough. Detective Peck also noted that the vehicle had a loud muffler.

Goodman was wanted on an active arrest warrant related to the above drug charges.

Detective Peck pulled Goodman over at his South 5th Avenue residence.

According to a criminal complaint filed by Detective Peck, Goodman’s pupils appeared to be very small and pinpointed — a sign of recent heroin use.

Detective Peck asked Goodman when he last used heroin and he stated “this morning.” When asked a second time, Goodman stated that he used heroin at approximately 1 p.m., according to the criminal complaint.

Detective Peck searched the vehicle and located a “drug kit” sunglass holder that contained 12 stamp bags of heroin, empty stamp bags of heroin, a lighter, a spoon, a knife, and three needles.

Goodman was transported to a local hospital for a blood draw.

On the way to the hospital, Goodman allegedly told Detective Peck that he was going to test positive “because he took a drug test (earlier that day).” He told Peck that he was in the process of getting drug treatment, but failed the drug test after testing positive for heroin.

Goodman was arraigned later that day at District Judge Duane L. Quinn’s office on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor
  • Criminal Use Of Communication Facility, Felony 3
  • DUI: Controlled Substance or Metabolite, Misdemeanor
  • Have Improper Muffler, Summary

Unable to post $10,000.00 monetary bail, Goodman was committed to the Clarion County Jail.

He is awaiting a preliminary hearing.
