Rimersburg Woman Jailed After Allegedly Calling 911 Several Times ‘to Get Her Baby’s Clothes Back’

RIMERSBURG, Pa. (EYT) – A Rimersburg woman is facing charges for allegedly calling 911 numerous times for civil issues.

According to online court documents, New Bethlehem Borough Police Department filed criminal charges against 27-year-old Jessica Lynn Neely, of Rimersburg.

According to a criminal complaint, around 7:25 p.m. on August 26, Officer Nicole Peck, of the New Bethlehem Police Department, was “dispatched by Clarion County 911 to return a phone call to Jessica Neely. Recently, Neely has contacted 911 numerous times for non-emergency civil issues.”

The complaint states that Officer Peck spoke with Neely on the phone, and Neely “stated that she needed ‘to get her baby’s clothes back.'”

Officer Peck advised Neely that “dialing 911 to obtain items back was a non-emergency matter….and that if she continued to call 911 for non-emergency reasons, she would be charged for abusing 911 services. Neely stated that she understood,” the complaint continues.

“On August 27 and on August 29, 2016, Neely called 911 on three different incidents, both regarding a civil matter. The officer that responded stated that it was for civil issues, specifically to obtain clothing back from a previous address,” according to the complaint.

Court documents indicate criminal charges were filed against Neely in District Judge Jeffrey C. Miller’s office.

She was arraigned at 3:30 p.m. on September 1, on a third-degree misdemeanor charge of Communications with 911.

Unable to post $2,500.00 monetary bail, she was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 11:30 a.m. on September 13, in front of Judge Miller.

Other Recent Criminal Charges Filed Against Neely

May 8, 2016

On May 8, 2016, Neely was charged with a two third-degree misdemeanor charges as follows:

  • Harassment — Comm. Lewd, Threatening, Etc. Language
  • Disorderly Conduct/Obscene Language Gestures

Court documents indicate the case is awaiting a formal arraignment in the Clarion County Court of Common Pleas.

August 2 to August 7, 2016

At various times between 7:57 a.m. on August 2 and 4:41 p.m. on August 7, Neely allegedly contacted 911 and the Pennsylvania State Police on six separate occasions for no apparent reason, creating a false alarm. She faces several misdemeanor charges stemming from this incident.

She was lodged in the Clarion County Jail on August 16 on $25,000.00 bail.

According to court documents, bail was posted on August 22.

This case has been transferred to the Clarion County Court of Common Pleas.

August 4 and August 16, 2016

Neely has been incarcerated two other times in August of 2016 as follows:

– a third-degree felony charge on August 4 for Retail Theft in Monroe Township

– a misdemeanor charge on August 16 for Intentional Possession Controlled Substance By Person Not Registered in Paint Township.

Both cases are working their way through the court system.

August 25, 2016

In another incident, Neely was issued a certified summons for a summary charge on August 25 for Harassment — Subject Other to Physical Contact in Toby Township.

The court is awaiting a plea on this case.
