Three Charged in Clarion County Meth Busts

CLARION CO., Pa. (EYT) – Three people are facing methamphetamine related charges in Clarion County.

According to online court documents, criminal charges have been filed against the following people:

  • Teddy Karl Wensel, 47, of Clarion
  • Megan R. Reed, 24, of Franklin
  • William L. Blum, Jr., 46, of Shippenville

Case against Teddy Wensel

According to a criminal complaint, on September 15, 2016, Detective William Peck was called to an apartment at 144 Penn Avenue in Clarion to assist Children and Youth Services with a child investigation.

The complaint states that Teddy Karl Wensel and a known woman were in an upstairs bedroom of the residence. After obtaining a consent search form from the tenant, Detective Peck allegedly seized tubing attached to a bottle cap and several lithium batteries and spoon with residue. These items are consistent with items used in the manufacturing of methamphetamine. Wensel was detained and was allegedly found in possession of a spoon piece, which had white residue.

During the investigation, it was learned that Teddy Wensel allegedly discarded methamphetamine manufacturing items along Piney Dam Road and Wassum Road, namely two plastic bottles that contained suspected “one-pot” methamphetamine labs, one plastic bottle that contained a suspected acid generator, and several other precursor items, the complaint indicates.

During an interview with Detective Peck, Wensel allegedly confessed to manufacturing the methamphetamine and discarding the items along Piney Dam Road, the complaint continues.

Based on the investigation, a criminal complaint was filed against Wensel.

He was arraigned at 8:30 p.m. on September 15, on the following charges:

  • Conspiracy — Manufacture, Delivery, or Possession with Intent to Manufacture or Deliver, Felony
  • Manufacture, Delivery, or Possession with Intent to Manufacture or Deliver, Felony
  • Manufacture of Methamphetamine — Child Present, Felony 3 (two counts)
  • Possession Red Phosphorus, Etc. with Intent to Manufacture Controlled Substance, Felony
  • Operating a Methamphetamine Lab, Felony 2
  • Deposits, Stores, Disposes Chemical Waste, Felony 3 (three counts)

Unable to post $25,000.00 monetary bail, he was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on September 20, in front of District Magistrate Judge Jeffery Miller.

Case Against Megan Reed

A criminal complaint indicates that on August 12, 2016, Detective William Peck received a phone call from a Walmart Lost Prevention Officer stating that a woman who appeared to be under the influence of a controlled substance was attempting to purchase lithium batteries.

The complaint states the woman was observed getting into a vehicle that “looked like one owned by William L. Blum.” The vehicle was being operated by another female. Detective Peck followed the vehicle from Walmart to the driveway of William L. Blum, of Shippenville.

A review of Sudafed and Claritin D purchases by Megan Reed indicated that she made four purchases since May 2016, according to the complaint.

Based on the investigation, a criminal complaint was filed against Reed in District Judge Amy Long Turk’s office on the following charges:

  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possession Red Phosphorus, etc. w/ Intent to Manufacture Controlled Substance, Felony
  • Knowingly Possess Ephedrine, Misdemeanor

The status of the case is awaiting a preliminary hearing.

Cases Against William L. Blum, Jr.

According to online court documents, criminal charges were filed against Blum on the following cases:

August 12, 2016 Incident

According to the complaint, around 7:15 p.m. on August 12, 2016, officers traveled to William Blum’s residence in Shippenville following an investigation of a stolen gun and activity involving methamphetamine. The investigation stemmed from an arrest of a known woman for possession of methamphetamine who was in his vehicle at the time of the arrest. A stolen gun was also discovered during a search of his vehicle.

Additionally, a research into Blum’s activities indicated that he has purchased Sudafed 21 times in the past year and has been blocked seven times.

Blum was staying in a utility car trailer on the property. Although Detective Peck did not receive a response, he viewed items on the property that are used to manufacture methamphetamine using the “one pot” method.

Detective Peck also observed a shotgun on the floor of a black Chevy Monte Carlo that was registered to Blum. The gun appeared to be a “sawed off” shotgun, and a rifle was next to it.

After a search warrant was obtained for Blum’s property, the following items were discovered in a car hauler trailer — plastic bottles with residue that appeared to be a “one pot” Methamphetamine cook, heroin, and several mason jars of clear liquid.

At this point, the Pa. State Police Clandestine Lab Team responded and conducted a search and collected evidence.

In addition to a 12 gauge Shotgun Winchester model 37, a Savage 20 gauge, a Taurus 45 Caliber Colt revolver, a Remington Model 700 Caliber 270 Rifle, a Mauser 30/06 rifle model 98, items relating to the manufacturing of methamphetamine — “one-pot” method, such as drain opener, drain cleaner, lithium batteries, and Claritin were discovered. Six bags of heroin and other drug-related items were also seized by PSP Lab Team. Seized items were either taken directly to the Erie Regional Lab for processing or for destruction purposes.

Based on the investigation, a criminal complaint was filed against Blum.

He was arraigned at 9:15 p.m. on September 8, in front of District Judge Timothy P. Schill on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possession Red Phosphorus, etc. w/ Intent to Manufacture Controlled Substance, Felony
  • Operating a methamphetamine lab, Felony 2
  • Deposits, Stores, Disposes Chemical Waste, Felony 3
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (two counts)
  • Use/Possession Of Drug Paraphernalia, Misdemeanor
  • Knowingly Possessing Ephedrine
  • Make Repairs/Sell/Etc. Offense Weapons

Unable to post $75,000.00 monetary bail, he was lodged in the Clarion County Jail.

August 31, 2016 Incident

A criminal complaint indicates that on August 31, 2016, with the assistance of a confidential informant, CNET allegedly made a controlled drug purchase of methamphetamine from William L. Blum, Jr. in exchange for U.S. currency. The informant had been in contact with Blum via cellular telephone prior to the delivery and set up the terms of the delivery. Blum agreed for the informant to place U.S. currency in a vehicle, and he would pick up the money and leave the methamphetamine behind.

At 11:38 hours, $100.00 was placed in a vehicle located at a residence on South 8th Avenue, then police observation was setup in the direct area and waited for Blum to arrive and make the exchange.

According to the complaint, at 12:42 hours, Blum arrived driving a orange in color Dodge Neon. Blum was observed exiting his vehicle and going to the driver’s side of the parked target unattended vehicle. Blum then returned to the Dodge Neon that he arrived in and left the parking area shortly thereafter. Police then returned to the parked vehicle after Blum left and noticed the U.S. currency was missing and “a paper fold” was in the same place the money was located. The “paper fold” contained suspected methamphetamine.

Detective Peck then sent the evidence to the Erie Regional Crime Lab via Certified Mail.

The following charges have been filed against Blum:

  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession of Drug Paraphernalia, Misdemeanor
  • Criminal Use Of Communication Facility, Felony 3

September 2, 2016 Incident

On September 2, 2016, with the assistance of a confidential informant, CNET allegedly made a controlled drug purchase of methamphetamine from William L. Blum, Jr. in exchange for $150.00 in U.S. currency. The informant had been in contact with Blum via cellular telephone prior to the delivery and set up the terms of the delivery. Blum agreed for the informant to place U.S. currency in a vehicle, and Blum would pick up the money and leave the methamphetamine behind.

At approximately 12:20 hours, $150.00 was placed in a vehicle at a residence located on South 8th Avenue, and an observation of the area was arranged.

Around 13:40 hours, Blum arrived driving a maroon Subaru registered to his girlfriend. Blum was viewed exiting his vehicle and going to the driver’s side of the parked target vehicle. Blum then returned to the Subaru and left shortly afterwards. Police returned to the parked vehicle; the U.S. currency was missing and a small vial with suspected methamphetamine was in its place.

Detective Peck sent the vial to the Erie Regional Crime Lab via Certified Mail.

Blum faces the following offenses:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Intentional Possession Controlled Substance By Per Not Registered, Misdemeanor
  • Use/Possession of Drug Paraphernalia, Misdemeanor
  • Criminal Use Of Communication Facility, Felony 3

September 8, 2016 Incident

On September 8, 2016, with the assistance of a confidential informant, CNET allegedly made a controlled drug purchase of methamphetamine from William L. Blum, Jr. in exchange for $150.00 in U.S. currency, according to a criminal complaint.

The informant had been in contact with Blum via cellular telephone prior to the delivery and set up the terms of the delivery. Blum agreed for the informant to place U.S. currency in a vehicle, and Blum would pick up the money and leave the methamphetamine behind.

After the exchange was made, Detective Peck and marked State Police units stopped Blum’s vehicle in the 700 block of Church Road in the Borough of Clarion.

He was taken into custody without incident.

Detective Peck searched Blum’s vehicle and allegedly located a blue plastic container with marijuana, a marijuana pipe, and $140.00 in currency (CNET marked buy money), the complaint states.

A Camo eyeglass container with a jar of methamphetamine, two aluminum foil folds of methamphetamine, four needles, and a spoon were also allegedly discovered, the complaint indicates.

Two paper folds were also seized from the earlier exchange.

Blum was transported to the Clarion Borough Police Department and processed.

He faces the following charges:

  • Manufacture, Delivery, or Possession with Intent to Manufacture or Deliver, Felony (two counts)
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (two counts)
  • Use/Possession of Drug Paraphernalia, Misdemeanor
  • Criminal Use of Communication Facility, Felony 3

Blum Arraigned, Awaiting Preliminary Hearings

Blum was arraigned at 10:30 a.m. on September 14 for the August 31, September 2, and September 8 cases.

Bail was set at $2,500.00 monetary for each of these cases.

He remains in the Clarion County Jail awaiting preliminary hearings set for September 20.
