Clarion County Commissioners Give Three Thumbs Up For New Time Clock System

CLARION, Pa. (EYT) – Clarion County Commissioners Ted Tharan, Wayne Brosius, and Ed Heasley unanimously gave three thumbs up on Tuesday morning for approvals of various contracts and renewals, including a new time clock system that uses thumb prints of employees.

“It’s less than we’re paying now, plus it’s resetting the time clocks,” said Tharan. “We’re going to the new thumb print time clocks everywhere. You just put your thumb in, and you hope it comes back out. We love cost saving measure here—don’t get me wrong.”

The contract on behalf of the Human Resources Department is with Paycom of Oklahoma City for payroll processing, a time clock system, and human capital management solutions at a total cost of $21,636.00 with a one-time charge of $6,500.00.

A renewal with Vision Benefits of America of Pittsburgh was also approved for vision insurance plans for county employees for 2017 and 2018 at an annual cost of up to $9,742.00.

Three lease agreements on behalf of Central Accounting Department were approved, including Human Service Administration at a cost of $578.00 per month, an amendment with Human Service Development Fund (HSDF)/Homeless Assistance Program at $115.00 per month, and an amendment with Children and Youth Services at $8,710.00 per month.

New agreements on behalf of Mental Health/Developmental Disabilities/Early Intervention were approved with three entities, include NAMI of Butler County for consumer support group ad self-help group until June 30, 2017, at a total cost of $2,650.00 and a county match of up to 10 percent, Adventure Time of Grove City for early intervention speech, physical, and occupational therapies until June 30, 2017, at a total cost of $10,000.00 and a county match of up to 10 percent, grant application to be submitted to BHAY SOC of State College for the 2015-2016 systems of care mini-grant until October 31, 2016 at $2,500.00.

Clarion County Human Services, directed by Kay Rupert, includes Children and Youth Services, Mental Health, Developmental Disabilities, Early Intervention.

Commissioners also approved a service agreement on behalf of the Human Service Complex Maintenance with ABC Heating, Cooling, and Plumbing, of Summerville, for the HVAC System for one year at a total cost of $1,400.00.

A $5,000.00 tourism grant recommended by the Hotel Tax Committee and submitted by Clarion Area Chamber of Business and Industry for the 63rd Annual Autumn Leaf Festival (this year) was approved.

Proclamations designating October as Domestic Violence Awareness Month and in recognition of Clarion Borough’s 175th Year Anniversary were also approved.
