Venango County Woman Allegedly Under Influence of Drugs While Two-Year-Old Child in House

FRANKLIN, Pa. (EYT) — A Franklin woman has been charged with child endangerment and related charges stemming from an incident that occurred last night at a residence in Franklin.

According to Franklin Police, around 10:24 p.m. on Friday, November 25, Child and Youth Services (CYS) requested a police officer to escort them to 1345 Elk Street for a child endangerment allegation.

Upon arriving at the above address, officers found 31-year-old Joshua Michael Carone and 23-year-old Jaysey Ann Ash inside the apartment with a two-year-old male.

Upon making contact, “an overwhelming odor of burnt Marijuana was coming from inside the apartment, and Ash was found to be under the influence of a controlled substance,” police say.

“At this time, CYS contacted the two-year-old’s father who then came and took custody of him,” according to police.

The residence was then secured in anticipation for a search warrant that was later granted by Judge Kirtland. Upon serving the search warrant, “controlled substances and paraphernalia was found within the apartment,” police say.

Both Carone and Ash were placed under arrest and transported to the City of Franklin Police Department where they were processed.

According to police, once Ash was sober, she was arraigned in front of Judge Kirtland on the following charges: Endangering the Welfare of a Child; Possession of a Controlled Substance; Possession of Drug Paraphernalia; and other charges.

Ash is awaiting a preliminary hearing scheduled for December 14 on charges of Retail Theft, a third-degree felony; Possession of Marijuana; and Possession of Drug Paraphernalia.

Charges for Carone will be filed at a later date.
