Clarion County Commissioners Accept $3 Million RACP Grant for YMCA

CLARION, Pa. (EYT) — Clarion County Commissioners approved a resolution to act as a pass through grant recipient of a $3 Million Redevelopment Assistance Capital Program (RACP) grant to help build the new Clarion County YMCA.

Commissioners Ted Tharan, Wayne Brosius, and Ed Heasley approved the resolution.

The local YMCA was awarded the competitive state grant approved by Pennsylvania Governor Tom Wolf.  A long application and approval process, including bipartisan local support led to the approval.  State Representative Donna Oberlander led the legislative efforts to receive the accompanying state funds.

“Where will you be sleeping Wednesday night?” is a question some Clarion County residents may be asked as part of an annual Homeless Count in Clarion County.

The Shelter Task Force of Clarion County will take part in a statewide survey to count the number of homeless in Clarion County. Anyone that is homeless or know someone who is homeless should contact the task force at 814-227-3589. The count includes people living on the street, in vehicles, parks, tents and other places.

In other business:

• Announced an agreement with Department of Conservation and Natural Resources regarding the License for Right-of Way State Park Land.  The agreement will allow the placement of a repeater antenna on a water tower in Cook Forest to improve 911 communications.

• Approved a contract on behalf of Probation-Jill Neiswonger/DUI School Instructor from Janunary 1, 2017 to January 30, 2018 at a cost of $500.00 per month.

• Approved a contract on behalf of CYS with McCleary Business Machines Inc. for one year at a cost of $1,519.07 with a county match of $303.81

• Okayed an addendum to contract on behalf of Clarion County Transportation Ride Right (MTM). Contract expires March 31.

• Announced a grant of $73,956.69 on behalf of Emergency Management Agency.  The Emergency Management Performance Grant (EMPG) pays half of the benefits and salaries of three employees.

• Appointments to the Clarion County Airport Zoning Hearing Authority for a three-year term to expire August 31, 2019, included Jeffrey Shay of Knox and Howard Schmader of Clarion.
