Traffic Stop Leads to Heroin Bust in Clarion

CLARION, Pa. (EYT) — There was no “Good Luck” for a Clarion man after a traffic stop in Clarion Borough on Wednesday allegedly turned up Heroin and resulted in multiple drug charges.

According to court documents, the Clarion Borough Police Department filed criminal charges against 23-year-old Brandon Meade Ditty, of Clarion.

According to a criminal complaint, around 4:11 a.m. on February 1, Clarion Borough Police Officer Wright was on patrol on South 6th Avenue when he observed a gray Honda Accord roll through the intersection of South 6th and Elss Street without stopping. The car continued west before making a left turn onto South 5th Avenue.

The complaint states that Officer Wright initiated a traffic stop and the Accord pulled into a driveway. When Officer Wright approached the car, the driver — Brandon Meade Ditty — stated that he was driving under suspension, but had to pick up his brother. At that time, Wright saw an inspection sticker that had expired at the end of March 2016.

While Officer Wright spoke with Ditty, he detected a strong odor of marijuana coming from inside the car. He told Ditty and a female passenger, 22-year-old Megan Anne McLean, of Leeper, to remain in the car, the complaint continues.

While running Ditty’s information through the dispatch, Officer Wright saw Ditty and McLean shuffling inside of the car, and then McLean opened the door and attempted to leave the car. She was holding a roll of toilet paper and a duffle bag. Wright told McLean to remain in the car, according to the complaint.

Wright then requested assistance from Clarion-based State Police.

Meanwhile, Officer Wright told Ditty that he observed a strong marijuana odor from the car, and “Ditty became argumentative and said that he hadn’t had marijuana inside the car for a while and called Officer Wright a liar,” the complaint states.

Wright then told Ditty that he had probable cause to search the car, and Ditty replied that Wright could search him, but not McLean, the complaint indicates.

When State Troopers Gezik and Norris arrived on the scene to assist Officer Wright, Ditty and McLean were ordered to exit the vehicle. Both were searched, and Ditty was free of contraband, the complaint states.

For McLean, it was a different story. She was found to have allegedly placed a red and silver pipe and a hypodermic needle inside her bra, the complaint continues.

Inside the car, Officer Wright “found an empty ‘Nike Just Do It’ stamp bag of Heroin in the center console,” according to the complaint.

The following items were allegedly discovered in the duffle bag:

– 26 stamp bags of Heroin labeled “Good Luck”

– 10 stamp bags of Heroin labeled “Ride It”

– 4 stamp bags of Heroin labeled “Stop Fight”

– 2 cooking spoons

– 2 plungers

– 2 wraps of plastic baggies

– 2 empty ziplock baggies

– 24 hypodermic needles

– 3 razor blades.

McLean told Officer Wright that Ditty handed her the duffle bag and told her to go in the house with the items. Officer Wright then took Ditty into custody, and he was read his Miranda warnings, the complaint states.

Ditty allegedly said all of the items inside the duffle bag belonged to him, and none belonged to McLean, according to the complaint.

Ditty was arraigned at 10:15 a.m. on February 1 in front of Magisterial District Judge Duane L. Quinn.

Unable to post $25,000.00 monetary bail, he was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 9:45 a.m. on February 14 with Judge Quinn presiding.

A certified summons was issued for McLean regarding a preliminary hearing set for 10:00 a.m. on February 28 in front of Judge Quinn.

She faces a Misdemeanor charge of Use/Possession Of Drug Paraphernalia.
