Commissioners Authorize New Burn Ban Policy; Fire Academy Training Praised

CLARION, Pa. (EYT) — Contracts, recognitions, and resolutions were on the agenda for Tuesday’s regular meeting of the Clarion County Commissioners.

A resolution authorizing the Clarion County Emergency Management Agency (EMA) to place a Clarion County Burn Ban in effect as necessary was approved by Commissioners Ted Tharan, Wayne Brosius, and Ed Heasley to simplify the existing process of approving the ban at public meetings.

“What this resolution does is puts the burn ban in place, but to activate it we need 50 percent of the fire chiefs to request it,” said EMA Director Randall Stahlman. “At that time we have to publicize it for 48 hours, and then it goes into effect, and it is then enforced by all law enforcement.”

Stahlman also praised the Commissioner’s recognition of the Clarion County Volunteer Fireman’s Association for the donation of $1,000.00 to help fund the Pennsylvania Fire Academy training for county fire companies.

“I want to make it very public that we’re happy the association has helped with this,” said Stahlman.  “First of all, it was the Commissioners that approved this, an agreement with Butler Community College to provide all fire academy training to all the fire departments in Clarion County. There’s an annual fee of $2,000.00, and when the fire association heard of the training, we were able to get a donation from them to cover half of the costs.  This provides free fire academy classes.  We did this last year as a beta project, and we ran 21 classes and saved $2,725.00 for the fire departments.  This is a win-win for everybody.”

Stahlman went on to say that Clarion County EMA is pleased that Butler County Community College provides the first responders with quality, inexpensive training and certification to the first responders in Clarion County.

A resolution was approved appointing of G.H. Harris as Clarion County delinquent tax collector for the per capita taxes for tax year 2017.

A resolution was approved to modify Clarion County’s FFY 2011 CDBG program budget by $8,700.00 to the two communities participating because the project is completed and funds represent earlier local support.

A resolution was okayed approving the By Laws of the Clarion County Mental Health and Developmental Disabilities and Advisory Board.

Commissioners approved an agreement with Community Action to manage the County Pennsylvania Housing Affordability and Rehabilitation Enhancement Program (PHARE).

In other action:

• Approved a new contract on behalf of Children and Youth with Lifespan Family Services of PA Specialized Foster Care Services from July 1, 2016 to June 30, 2017, at a cost of $67.36 to $112.76 per day with a county match of 20 percent.

• Approved a new service contract on behalf of 911 Operations with Eaton Corporation-Battery Replacement for a battery backup unit from February 1, 2017 to January 1, 2019, at a cost of $9,855.07.

• Approved a contract on behalf of Domestic Relations with Jarah Heeter as hearing officer from January 3, 2017 to September 20, 2017, at a cost of $125.00 per hour.

• Approved a contract on behalf of Planning and Development with Kevin Reichard as an engineer for Clarion County Planning and Development Department for 2017 at a cost of $40.00 per hour.

• Approved a contract amendment for Clarion County and a pass through grant to the Armstrong Indiana Clarion Drug and Alcohol Commission, reflecting a decrease of $39,812.00 in funding which makes grant allocation $361,855.00.

• Approved a contract amendment for Developmental Disabilities for Development Disabilities Case Management and services from February 23, 2017 to June 30, 2017, with a 10 percent county match.

• Approved a contract amendment for Early Intervention with Achieva, a support contract for Early Intervention by adding additional monies for services from February 23, 2017 to June 30, 2017, at a cost of $5,000.00 and a zero percent county match.

• Approved a contract amendment with Family Psychological for Blended Case Management adding additional monies from February 23, 2017 to June 30, 2017, at a cost of $20,000.00 with a 10 percent county match.

• Approved an agreement with MCM to conduct Hazardous Material Operations Training from October 1, 2016 to September 30, 2017, with a grant allocation of $8,920.00.

• Approved a request for use of Clarion Veteran Memorial Park and Park Gazebo for March for Babies on April 29.
