HIGHLAND TWP., Pa. (EYT) — Additional information has been released on the methamphetamine arrest that occurred last month on Miola Road, in Highland Township, Clarion County.
According to a criminal complaint, around 7:21 p.m. on January 20, Trooper Allison, of Clarion-based State Police, was traveling north on Miola Road in a marked patrol car. A Dodge Caravan was in front of his vehicle, and upon checking the registration on the mobile computer, it was discovered the registration belonged to a Chevrolet.
The complaint states that Trooper Allison conducted a traffic stop near McCleary Road on the Dodge Caravan. Upon approaching the vehicle, Trooper Allison could smell a slight odor of burnt marijuana emanating from the vehicle. He informed the driver of the vehicle of the reason for the traffic stop and asked for his driver’s license. When Trooper Allison asked the driver why the plate came back for a Chevy, “he related that he just purchased the vehicle from a man in New Bethlehem, and the plate was with it.”
The driver produced a PA operator’s license identifying him as Joseph Adam Brosius. Brosius could not produce any registration, insurance, or proof of his ownership of the vehicle. A right front passenger in the vehicle was identified as Elizabeth Carol Ganci, of Tionesta, according to the complaint.
Trooper Allison asked Brosius if there was anything in the car that he needed to know about, and Brosius stated “a bunch of garbage and clothes.” Brosius consented to a search of the vehicle, the complaint continues.
While conducting a safety search of Ganci’s coat, an orange elastic band was retrieved from her left coat pocket. Trooper Allison recognized “the orange elastic band as a drug paraphernalia used to tie on one’s arm for the purpose of injecting a needle,” the complaint indicates.
During a search of the vehicle, the following items were discovered:
– A black and silver box was found in the center console containing five plastic baggies of suspected methamphetamine (NIK tested);
– One small vial of methamphetamine;
– Two lithium batteries;
– Multiple used and unused needles;
– Two stamp bags of heroin;
– Two metal spoons labeled Joey and Baby;
– A metal container of syringe water.
According to court documents, Clarion-based State Police filed criminal charges against 24-year-old Joseph Adam Brosius, of Hawthorn, and 22-year-old Elizabeth Carol Ganci, of Tionesta, on February 13.
They were arraigned at 5:15 p.m. on February 18 on the following charges:
– Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substance, Felony
– Conspiracy — Possession Red Phosphorus, etc. w/Intent to Manufacture Controlled Substance, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession of Drug Paraphernalia, Misdemeanor
Brosious also faces the following offenses:
– Driving Unregistered Vehicle, Summary
– Allow Illegal Use Of Plate/Card, Summary
– Display Plate Card In Improper Vehicle, Summary
– Operating Vehicle W/O Required Financial Responsibility, Summary
Unable to post $50,000.00 monetary bail, Brosius and Ganci remain in the Clarion County Jail.
Preliminary hearings are scheduled for 11:30 a.m. on February 28 in front of Magisterial District Judge Timothy P. Schill.
