All But One Charged Dropped in Venango County Sexual Assault Case

OIL CITY, Pa. (EYT) — All but one charge has been dropped in the case against a 20-year-old Cooperstown man accused of sexually assaulting a 14-year-old boy in Oil City.

Kyle Heffern was facing multiple charges for allegedly engaging in “sexual and deviate sexual” intercourse with a 14-year-old boy on January 1, 2017.

Oil City Police filed the charges against Heffern at Magisterial District Judge Andrew F. Fish’s office on February 24, 2017:

  • Involuntary Deviate Sexual Intercourse — Person Less Than 16 Yrs Age, Felony 1
  • Statutory Sexual Assault: 4-8 Years Older, Felony 2
  • Aggravated Indecent Assault — Comp. Less Than 16, Felony 2
  • Indecent Assault — Person Less than 16 Yrs Age, Misdemeanor 2
  • Corruption of Minors, Misdemeanor 1

During a preliminary hearing yesterday before Magisterial District Judge Andrew F. Fish in Venango County Central Court, all but one charge was withdrawn.

Corruption of Minors — a first-degree misdemeanor — is the lone charge that remains.

Heffern waived his preliminary hearing on that charge and the case has been transferred to the Venango County Court of Common Pleas.

According to a criminal complaint filed by Oil City Police Patrolman Culp, Heffern was accused of engaging in oral and anal sex with a 14-year-old boy on January 1, 2017. The two reportedly made arrangments via text and the social media application Grindr to meet that day.

Online court documents show that Heffern remains free on $100,000 unsecured bail.

Calls to the Venango County District Attorney’s office for comment were not immediately returned.
