Two Face Child Endangerment, Conspiracy Charges After 14-year-old Tattooed

OIL CITY, Pa. (EYT) — Two Oil City residents are facing misdemeanor charges after a teenager was tattooed without parental permission.

Sabrina Vanwormer, 40, and Joshua A. Campbell, 41, are facing one misdemeanor count each of Endangering the Welfare of Children and Conspiracy — Tattooing Minor.

According to a criminal complaint filed on April 17 by Oil City Police Department Patrolman Ragon, the investigation began when a known woman arrived at the police station to report that her 14-year-old son was tattooed at Chaotic Ink in Oil City on December 6, 2016, without her permission.

The woman told police that her son stayed at a friend’s house for the weekend, and his friend’s mother — Sabrina Vanwormer — allegedly took him to the tattoo parlor where he was tattooed by Joshua Campbell without parental permission.

The criminal complaint states that Campbell admitted to tattooing the minor; however, he told police that he thought the victim was 18-years-old at the time.

Campbell also told police that he did not ID the victim.

Vanwormer and Campbell face preliminary hearings on May 17 with Judge Andrew F. Fish presiding.
