New Bethlehem Woman Faces Animal Cruelty Charges

NEW BETHLEHEM, Pa. (EYT) — A New Bethlehem woman is facing a summary trial at the end of the month for animal cruelty to a dog.

According to court records, Charlotte Rankin, 76, was charged with a summary offense of animal cruelty by Clarion County Humane Officer Debbie McAndrew after a March 8 incident.

The trial is scheduled for 10:30 a.m., on Thursday, May 25, in District Judge Jeffrey Miller’s office.

Rankin pleaded guilty in 2014 to not having a dog properly licensed and she was fined $108.00. It is not known if the dog that wasn’t licensed was the same animal in the case.

“I was shocked when she pleaded not guilty,” McAndrew said. “The vet said it was one of the worst cases she had seen. I showed photos of the dog to the District Attorney (Mark Aaron) and he said ‘Yes, we will prosecute.’”

“Bear” was an older border collie.

According to Margo Stefanic of the Willow Run Animal Sanctuary, the animal had to be humanely euthanized because of the condition it was in.

“Its collar was actually imbedded in its coat,” Stefanic said. “That poor dog was so neglected, and its coat was so matted. It was being fed, but it was very neglected.”
