Woman Busted in Clarion Borough on Drug Charges

CLARION, Pa. (EYT) — A 45-year-old Parker woman is facing drug charges following a traffic stop in the borough of Clarion.

According to a criminal complaint, on April 26, Clarion Borough Police Chief William H. Peck, IV, was contacted by a detective of the City of New Kensington Police Department who indicated that he had active felony warrants for Robert Hartzell and Alexa Fiscus for delivery of methamphetamine.

The complaint states that on April 27, Clarion-based State Police received a tip that Hartzell and Fiscus were at a residence located at 54 South 5th Avenue in Clarion. Clarion Borough Officer Kemmer noted that Hartzell and Fiscus’ blue vehicle was parked behind the residence, and another blue vehicle pulled into the parking lot, and a man who fit Hartzell’s description got into it. Chief Peck advised Officer Kemmer to stop the car.

Officer Kemmer stopped the car on Elis Street between 4th and 5th avenues. Hartzell was not in the vehicle; however, the driver was identified as 45-year-old Jodi Lea Heath, of Parker. Upon a check of Heath, it was learned that she was a wanted person, the complaint states.

When asked, Heath stated there was nothing illegal in the car and gave Officer Kemmer consent to search it.

A plastic baggie containing 57 yellow Percocet pills was located in the middle console. Police say Heath admitted that the pills were hers and that she didn’t have a prescription for them. Heath said that “she just takes the pills and smokes weed.” She said that “her weed pipe was in a cigarette pack between the middle console and passenger seat,” according to the complaint.

“Twenty clear plastic baggies, $877.00 in U.S. currency, and other drug paraphernalia were found in Heath’s purse,” the complaint states.

In the back seat of the car was a black container that stored needles and numerous coffee filters which the passenger — 23-year-old Brycon Kyle Slaugenhaupt, of Clarion — allegedly admitted was his and was used for methamphetamine use.

Both Heath and Slaugenhaupt were detained and placed in the Clarion County Jail on pending arrest warrants.

Heath was arraigned at 5:20 p.m. on May 13 on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $10,000.00 monetary bail, Heath was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 11:45 a.m. on May 23 in front of Magisterial District Judge Duane L. Quinn.

A charge of Use/Possession Of Drug Paraphernalia against Slaugenhaupt was transferred to the Clarion County Court of Common Pleas.

He is free on $1,000.00 unsecured bail.

His case is working its way through the court system.
