Venango County Man, Woman Accused of Having Sex with Underage Girl

VENANGO CO., Pa. (EYT) — An Oil City man and an Oil City woman are facing charges for allegedly having sex with an underage girl.

According to a criminal complaint, 26-year-old Erica Paige Grimes, of Oil City, traveled to the Oil City Police Department to report that 41-year-old James Perry Raben, of Oil City, was having sexual relations with a 17-year-old female. During an interview, Grimes stated that she observed the acts occurring at Raben’s residence at 41 East Bissell Avenue.

Grimes told police that the incident occurred sometime between the dates of May 12 and May 14, 2017. She stated that upon entering Raben’s residence, she observed a known 17-year-old female performing oral sex on him, the complaint states.

On May 22, police spoke with the 17-year-old female and her parents, and the female said that the incident did occur at Raben’s residence. She said that the incident involved both Grimes and Raben, and the three of them had a joined sexual relations incident, according to the complaint.

The female said she performed oral sex on Raben as well as perform sexual acts with Grimes. The female and her parents agreed to a formal interview, the complaint continues.

On Tuesday, May 23, police spoke with Raben at his residence, and he allegedly admitted to having sexual relations at his residence with the 17-year-old female and Grimes.

During an interview with police, Raben allegedly stated that approximately two weeks ago, he and Grimes had contact with the teen. They agreed to travel back to his residence at 41 East Bissell Avenue. While at his residence, Grimes and the teen became involved in sexual relations, according to the complaint.

Raben allegedly admitted to having sexual relations with Grimes and the teen. He stated that during the time of the incident, he was unsure of the girl’s age, the complaint continues.

According to the criminal complaint, “Raben never stated during the interview that he believed the girl to be over the age of 18. Raben said only oral sex was performed during this incident, and no intercourse occurred.”

Charges Against Raben:

Raben faces a first-degree misdemeanor charge of Corruption of Minors.

His preliminary hearing is scheduled for 8:30 a.m. on Wednesday, May 31, Magisterial District Judge Andrew F. Fish’s office.

Court documents indicate that Raben was issued a first class summons on May 24.

Charges Against Grimes:

Grimes was arraigned at 1:00 p.m. on May 23 in Magisterial District Judge Patrick E. Lowrey’s office on the following charges:

– Corruption of Minors, Misdemeanor 1
– False Swearing — Mislead Public Servant, Misdemeanor 2

Unable to post $5,000.00 (10%) monetary bail, she was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on May 31 with Judge Lowrey presiding.
