Clarion Man Accused of Threatening to Kill Maintenance Man Who Attempted to Spray His Apartment for Bugs

CLARION, Pa. (EYT) – A Clarion man faces terroristic threats and related charges after he allegedly threatened a maintenance man who attempted to spray his apartment for bugs.

According to court documents, the Clarion Borough Police Department filed criminal charges against 45-year-old Todd Ryan Clinger, of Clarion.

According to a criminal complaint, around 9:26 a.m., on Friday, June 30, Clarion Borough Police Officer Wright was dispatched to an apartment located along Main Street to meet with a representative of Clarion County Crisis Intervention Services. The representative stated that Todd Clinger had threatened a maintenance man from the apartment building.

When the Crisis representative and Officer Wright attempted to speak to Clinger, he became agitated, was not making sense, and stated he wanted them to leave, the complaint indicates.

Upon investigation into the incident, it was learned that the known maintenance man told Clinger that he had to spray his apartment for bugs per the posted notice, and Clinger became agitated. He allegedly told the man that he was going to fight him; however, the man said he was not fighting. Clinger then “told the man ‘I’ll kill you,'” the complaint continues.

The maintenance man stated he knew Clinger carried a knife and did not confront him because he feared being stabbed, according to the complaint.

Officer Wright spoke to another known maintenance man, and he said that he heard Clinger make the comment “I’ll kill you.”

Authorities proceeded to Clinger’s apartment, and when Officer Wright knocked on Clinger’s door, Clinger told the officers to go away and would not come out. After another request, Clinger told police “If you come in here, I’m going to defend myself,” the complaint states.

A master key was obtained, and Officer Wright unlocked Clinger’s door.

Authorities entered the apartment, and Clinger lunged at Officer Wright. He drew back his left arm to punch and reached for his right front pocket with his right hand. A taser was deployed by another officer, and Clinger fell to the ground. When officers attempted to handcuff Clinger, he began fighting while on the ground. Clinger was tased a second time, and he became compliant, the complaint indicates.

Once Clinger was in custody, he was searched, and a gold-trimmed pocket knife was found in his right front pocket, the complaint states.

Clinger was taken into custody and transported to Clarion Hospital Emergency Room where two barbs from the taser were removed from his chest by the emergency room doctor.

An arraignment is scheduled for 9:30 a.m. on July 26 in District Judge Duane Quinn’s office.

Clinger faces the following charges:

– Terroristic Threats W/ Intent To Terrorize Another, Misdemeanor 1
– Simple Assault, Resisting Arrest/Other Law Enforcement, Misdemeanor 2
– Harassment — Comm. Lewd, Threatening, Etc. Language, Misdemeanor 3
