Commissioners’ Meeting: Status of School Resource Officer, Clarion County Conference Center Questioned

CLARION, Pa. (EYT) — With the first day of school on August 30 at Clarion-Limestone School District, C-L Superintendent Amy J. Glasl and School Board President Jamie Mahle sought some guidance from the Clarion County Commissioners on Thursday morning about the status of an agreement between Clarion County and the C-L School District for a school resource officer.

The office of Clarion County Sheriff Rex Munsee has provided a police resource officer for the past three years, but the contract for the coming year has not yet been approved. Clarion County currently provides the contract service for C-L only.
           
Commissioner Chairman Ted Tharan said the contract has been submitted to the solicitor for review, but he has not offered a recommendation for approval.  Tharan said there was some question about who would provide the insurance for the officer, even though a similar contract was in force the last three years.  Clarion County changed solicitors after the first contract was approved.

The county relies on the advice of the solicitor so that contracts are in the best interest of Clarion County.  It was hoped that the agreement could be completed by the first day of school.

Questions about the status of a place for the possible development of a Clarion County Conference Center were raised by Robert Hargenrader, a board member of the PA Great Outdoors and manager of the Hampton in Monroe Township.

Hargenrader explained that the study was paid for by hotel tax money and contracted by the Clarion County Economic Development Corporation.  He asked the commissioners if anything was being done with the study that has been completed for some time.

Tharan and Commissioner Wayne Brosius both said that they weren’t aware of anything being done with the study, and there were no plans to move forward with the project because there were doubts if any private investor was interested in pursuing the project.

“The county isn’t going to build a conference center, and you should contact the Clarion Economic Development Corporation for any information,” said Tharan.

In other items of business:

• Treasurer Tom McConnell announced all doe licenses have been sold in Clarion County.

• RFP’s for Single Audit for 2017-2019 were approved.

• Appointed a new board member, Coni Kifer, to the MH/DD Advisory Board for a three-year term.

• Approved the replacement of the heating and cooling system in the director’s office area at the 911 Center at a cost not to exceed $7,000.00.

• Approved multiple amendments to contracts on behalf of Developmental Disabilities, effective July 1, 2017 through June 30, 2018.

Contract renewals on behalf of Children Youth Services, effective July 1, 2017 to June 30, 2018, included the following:

  • Clarion County Promise (homemaker mentor) at a cost of  $30,000.00 and a county match of 20 percent.
  • Clarion County Promise (group decision making) at a cost of $40,000.00 and a county match of $2,000.00.
  • Clarion County Promise (Collaborative board) at a cost of  $41,000.00 and a county match of 20 percent.
  • Clarion County Promise (In home parenting) at a cost of $241,223.00 and a county match of 20 percent.
  • Brenda Manno, Project Point of Light (sex offender and victim assessments and treatment) at a cost of $95,000.00 and a county match of 20 percent.
  • Martin Richards-Licensed Social Worker at a cost of $10,560.00 and a county match of  $2,112.00.
  • A-C Valley School District (In Home parenting) at a cost of $5,000.00 with a county match of $5,000.00.
  • Big/Brothers/Big Sisters of Venango at a cost of $15,000.00 with a county match of $3,000.00.
  • Misty Isle Bridges, Inc (Kids in Common Pro.) at a cost of $33,608.40 with a county match of county match of 20 percent.
  • Pope, Drayer, French & Heeter (Solicitor Fees) at a cost of $58,000.00 with a county match of $11,600.00.
  • Mars Home for Youth (Multi Systemic Therapy) at a cost of $65.00 per day with a county match of five percent.
  • Justice Works Youth Care (Truancy Remediation) at a cost of $77.25-82.50 per hour with a county match of 10 to 20 percent.
  • Martin E. Knezovich (Clinical Polygraphs) at a cost of  $275.00 per administration at a county match of 20 percent.
  • Katie L. Haun (Clinical Polygraphs) at a cost of  $275.00 per administration at a county match of 20 percent.
  • Scott Patterson (Clinical Polygraphs) at a cost of  $275.00 per administration at a county match of 20 percent.
  • AAA Life Services (Abstinence Program) at a cost of $38,336.00 with a county match of  $7667.00.

Contract Amendments on behalf of Children Youth Services with effective dates of July 1, 2016 though June 30, 2017 included:  

  • Brenda Manno Project Point of Light (Sex offender assessment and treatment) at a cost of $43,115.00 and a
  • Pope, Drayer, French, & Heeter P.C. (Solicitor fees) at a cost of $17,578.99 with a county match of $3,515.79.

New Contracts on behalf of Children Youth Services included:

  • Perseus House Inc, Brighter Horizons Girls RTF services at a cost of $327.51 per day and no county match.
  • Children’s Home of Bradford d/b/a Journey Health System (RTF foster care – community residential services) at a cost of $91.47 to $196.79 and a county match of 20 percent.
  • Hoffman Homes Inc (Residential Services) at a cost of $243.76 and no county match.
    • NHS Pennsylvania (foster care services) at a cost of $25.00 to $100.00 per day and a county match of 20 percent.

    Approved a two-tear contract renewal on behalf of the County Park with Clarion River Valley Strikers Soccer Team at a cost of $0.
