Second Man Identified in Venango County Home Invasion

VENANGO CO., Pa. (EYT) — A second man has been identified in the violent home invasion incident that occurred in Cranberry Township, Venango County.

Franklin-based State Police filed criminal charges against 20-year-old Juan Richard Lugo, of Erie, on August 31, according to court documents.

According to a previous article on exploreVenango.com, 20-year-old Devin Michael Stephens, of Franklin, was arrested on July 21 in connection to the home invasion.

According to a criminal complaint, around 4:45 a.m. on July 21, PSP Franklin received a call from a known male victim (Victim #1) stating that two black males entered his house and assaulted him and another male victim (Victim #2).

The complaint states that Devin Stephens and Juan Lugo allegedly entered the unlocked residence with shirts pulled over their heads.

Both victims advised that Stephens had a handgun and Lugo had a knife, the complaint indicates.

Stephens allegedly pistol-whipped Victim #2 with a handgun causing bruising and lacerations to his chin, left thigh, and right forehead areas. Lugo allegedly came toward Victim #1 with the knife, according to the complaint.

The victims fought with Stephens and Lugo who dropped both the handgun and the knife. Victim #1 pushed Lugo out of the door and picked up both weapons, the complaint states.

Stephens allegedly ran out of the residence and ran off, the complaint indicates.

Lugo allegedly remained, trying to get the handgun away from Victim #1. Victim #1 pulled the shirt off Lugo’s head and threw both weapons towards the yard, the complaint states.

Victim #2 came out to help, and they were in the yard blocking Lugo from the handgun, the complaint continues.

Victim #2 gained possession of the handgun and Victim #1 told Lugo to leave. Lugo allegedly ran off, and the victims took the handgun and knife back inside the residence, the complaint indicates.

Inside the residence, they found a red Boston Red Sox ball cap and a black cell phone on the floor. Stephens’ picture was the cell phone screen saver, and both victims identified him as one of the actors, according to the complaint.

On August 13, Victim #2 identified Lugo from a photo line-up as the second actor with Stephens, the complaint states.

On July 21 Stephens was arraigned on the following charges:

– Burglary — Overnight Accommodations; Person Present, Bodily Injury Crime, Felony 1
– Aggravated Assault, Felony 1 (two counts)
– Aggravated Assault, Felony 2 (two counts)
– Simple Assault, Misdemeanor 1 (two counts)
– Simple Assault, Misdemeanor 2 (two counts)
– Recklessly Endangering Another Person, Misdemeanor 2 (two counts)

Stephens was lodged in the Venango County Jail; bail was denied.

Court documents indicate the bail action reason is felonies and he is a threat to society.

Stephens’ case was waived for court on August 3. It is working its way through the court system.

PSP Franklin filed the following charges against Lugo:

– Burglary — Overnight Accommodations; Person Present, Bodily Injury Crime, Felony 1 (two counts)
– Aggravated Assault, Felony 1 (two counts)
– Aggravated Assault, Felony 2 (two counts)
– Recklessly Endangering Another Person, Misdemeanor 2 (two counts)

The case status is listed as inactive, awaiting a preliminary hearing.
