Sixteen Nailed in Clarion County Drug Trafficking Sweep

CLARION COUNTY, Pa. (EYT) — Sixteen people were charged on Wednesday following a joint investigation into street-level drug trafficking in Clarion County.

“This was a joint effort and a several-month investigation by CNET and the Pennsylvania State Police Vice Unit,” said District Attorney Mark Aaron in a release issued late Wednesday afternoon.

“Today’s operation is a continuation of the efforts of CNET and State Police Vice to combat drug trafficking at every level.”

District Judge Timothy Schill arraigned ten of the defendants on Wednesday.

Arrest warrants are still outstanding for six individuals.

Details: On April 19, 2015, Lilly Rose Townsend Felmlee delivered acetaminophen and oxycodone hydrochloride, 10 mg. pills, a Schedule II Narcotic, to a Confidential Informant (C.I.). The exchange of $100.00 for 10 pills was arranged via text message conversations between the C.I. and Felmlee, and they agreed to meet in the car wash parking lot in Sligo Borough. Felmlee told the C.I. that she had to get the pills from Terry McIntyre.

Details: Jason Paul Geibel delivered buprenorphine, a Schedule III Controlled Substance, to a CNET C.I. in exchange for $320.00. The C.I. provided information to CNET member William Peck IV that he/she had been communicating with Geibel via Facebook and set up the transaction for the evening of August 9, 2016, in the parking lot of Riverside in the Borough of East Brady. CNET member William Peck IV took 26 pictures of the Facebook messenger log between Geibel and the C.I.

Details: On July 26, 2016, Using a C.I., CNET member William Peck IV and Trooper Thomas of Troop C. Vice Unit conducted a controlled drug purchase of heroin involving Russell Warren Hartzell and a known woman. The C.I. purchased two “buns” containing a total of 20 stamp bags of heroin in exchange for $340.00 with the transaction to take place at the Quik Fill Gas station on State Route 66 in Monroe Township. The bags were marked “beetlejuice.” The C.I. notified CNET member William Peck IV that Hartzell was sending a known woman for the exchange. There were numerous messages on the C.I.’s phone which included Facebook messages from Hartzell, Facebook messages from the known woman, and text messages from Hartzell.

Details: On June 14, 2016, a known woman delivered percocet and ridalin (acetaminophen/oxycodone) pills, a Schedule II Controlled Substance, to a CNET C.I. in exchange for $100.00. The transaction was to take place behind the park on Grant Street, in Clarion Borough.

During the investigation, it was discovered that Anthony Knight drove the known woman to Grant Street for the drug purchase.

The C.I. stated that he/she communicated via social media and set up the transaction which took place at McGiffin’s residence on Carwick Road, in Rimersburg.

On January 31, 2017, Kristin McGiffin delivered two suboxone pills, a Schedule II Controlled Substance, to a CNET C.I. in exchange for $80.00. The C.I. communicated with McGiffin via a cell phone to set up the drug purchase.

The C.I. and O’Day set up the drug purchase via a cell phone message, and it took place in the Sheetz parking lot in Clarion Borough.

Reedy was released from the Clarion County Jail on Wednesday after posting $25,000 cash bail.

Details: On June 30, 2016, Annette Zeitler delivered five pills containing morphine, a Schedule II Controlled Substance, to a CNET C.I. in exchange for $100.00. Zeitler and the C.I. communicated via a text message prior to the delivery. The transaction happened at Zeitler’s apartment on South 5th Avenue, in Clarion. The C.I. said that Zeitler’s daughters were present during the transaction, and it took place in the living room area.

On July 15, 2016, Annette Zeitler delivered three pills of morphine to a CNET C.I. in exchange for $60.00. The transaction was communicated via text messages, and it was set up to occur at Zeitler’s apartment on South 5th Avenue, in Clarion. The C.I. related that he/she entered the apartment, and a female just arrived before him/her and purchased five to six of the same type of pills before he/she did.
