Clarion Man Accused of Sexually Assaulting Girl Waives Hearing

PAINT TWP., Pa. (EYT) – A Clarion man facing three felony charges for sexual crimes against a 13-year-old Clarion County girl waived his preliminary hearing in Central Court on Tuesday.

According to court documents, the case against 20-year-old Jacob Stephen Powell, of Clarion, has been transferred to Clarion County Court of Common Pleas.

He faces the following charges:

– Statutory Sexual Assault: 4-8 Years Older, Felony 2
– Unlawful Contact With Minor – Sexual Offenses, Felony 2
– Aggravated Indecent Assault – Complainant Less Than 16, Felony 2
– Indecent Assault Person Less 16 Years Age, Misdemeanor 2

Powell remains in the Clarion County Jail on $35,000.00 cash bail.

Case details:

Sgt. Nicole Peck received a complaint from Clarion-based State Police regarding a 13-year-old girl having a relationship with Jacob Powell. After further investigation, Sgt. Peck learned that the victim had met Powell in July 2017. During September 16-17, 2017, Powell stayed at the victim’s Clarion County residence, and he touched the outside of the victim’s pants. On the night of September 17, Powell and the victim were in a bedroom, and they began kissing. Powell then allegedly performed oral sex on the victim, according to a criminal complaint.

On January 16, Powell was interviewed at the Clarion County Jail on January 16. He was read his rights and agreed to speak with Sgt, Peck. He allegedly stated that he had sexual intercourse with the victim while he was at her Clarion County residence, and he knew she was 13-years-old, according to the complaint.

Two other cases involving Powell were recently completed.

On January 24, Powell pleaded guilty to simple assault stemming from a December 23, 2017 incident.

He also pleaded no contest on November 15, 2017, to simple assault relating to a September 26, 2017 incident in which he punched his girlfriend and threatened her with a knife, according to Clarion-based State Police. In that incident, Powell threatened the victim and her mother by making statements that “he was going to burn down the residence, kill the family pets, and have them jumped.”

Powell was sentenced to serve a minimum of seven days and a maximum of one year, 11 months and 29 days.
