Traffic Stop in Clarion Borough Leads to Drug Arrest

CLARION, Pa. (EYT) — A traffic stop in Clarion Borough led to a drug arrest of a 21-year-old man.

Court documents indicate the Clarion-based State Police filed criminal charges against 21-year-old Isaac Richard Drain, of Franklin.

According to a criminal complaint, around 9:26 p.m. on Saturday, March 3, Trooper Sommers was traveling west on Main Street in Clarion Borough along the 400 block of Madison Road when a registration check on the vehicle in front of him showed a registration that expired in January of 2018. Trooper Sommers initiated his emergency lights and followed the vehicle for several hundred feet before it came to a controlled stop on the roadway along Madison Road.

Trooper Sommers exited his patrol vehicle and approached the driver’s side of the vehicle. The driver identified himself via his PA driver’s license as Isaac Richard Drain, and he handed the trooper his registration and insurance. As Trooper Sommers was speaking to Drain, he detected a strong odor of marijuana emanating from the vehicle. He asked Drain if he had just smoked marijuana, and Drain said he smoked marijuana prior to operating the vehicle. Trooper Sommers then called for an additional unit for assistance and was notified by dispatch that Trooper Allison would be assisting.

Upon the arrival of Trooper Allison, Trooper Sommers again approached the driver’s side of the vehicle and asked Drain if there was any marijuana in the vehicle. Drain said that he only had marijuana on his person. He proceeded to grab a small packaged bag of marijuana from his front left jacket pocket and handed it to the trooper, the complaint indicates.

Following field sobriety tests, Troopers Sommers and Allison searched the vehicle.

A backpack was located in the vehicle; it allegedly contained two vacuum-sealed marijuana bags weighing approximately one and two-tenths pounds, two bags of packaged marijuana weighing approximately two and six-tenths ounces, four small ziplock bags containing a small amount of marijuana, six THC wax sheets, and $2,665.00 in U.S. currency, according to the complaint.

The backpack also contained several school papers with Drain’s name on them. Drain allegedly admitted that the backpack belonged to him, the complaint indicates.

Drain was arraigned at 2:00 a.m. on Sunday, March 4, in Magisterial District Judge Duane L. Quinn’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– DUI: Controlled Substance — Schedule 1 — 1st Offense, Misdemeanor
– Driving Unregistered Vehicle, Summary
– Careless Driving, Summary

Unable to post $50,000.00 monetary bail, Drain was lodged in the Clarion County Jail.

A private surety posted Drain’s bail in the amount of $5,000.00 cash security on Monday, March 5.

A preliminary hearing is scheduled for 2:00 p.m. on Tuesday, March 13, with Judge Quinn presiding.
