Two Clarion Men Face Drug Charges Following Traffic Stop

CLARION, Pa. (EYT) — Two Clarion residents are facing drug charges after police found marijuana and paraphernalia during a traffic stop in Clarion Borough.

Court documents indicate the Clarion Borough Police Department filed criminal charges against 19-year-old Ceventh Ksir Lynch-Skunda and 20-year-old Rayshon L. Faulk, both of Clarion.

According to a criminal complaint, around 12:21 a.m. on Saturday, February 24, Officer Maxwell was on patrol traveling east on Wood Street near Weaver Place when he witnessed a black Suzuki station wagon traveling east on Wood Street near 8th Avenue without any taillights. Officer Maxwell attempted to catch up to the vehicle, at which point the taillights of the vehicle turned on.

Officer Maxwell initiated his overhead lights and signaled the vehicle to pull over. The vehicle pulled over in the Clarion University Police parking lot just off of Wood Street.

Officer Maxwell called in the stop to Clarion OES and proceeded to the passenger’s side front window of the vehicle. He made contact with the driver, identified as Ceventh Lynch-Skunda. A known female was in the front passenger’s seat and Rayshon Faulk was in back driver’s side seat. Officer Maxwell requested Lynch-Skunda’s identification, but Lynch-Skunda stated he did not have his license. He provided Officer Maxwell with his name and date of birth, as well as the insurance information for the vehicle.

Officer Maxwell noted that Lynch-Skunda seemed nervous; he also noted a large number of air fresheners hanging from the rearview mirror.

Officer Fox then arrived at the scene and was observing the interior of the vehicle from the passenger’s side. Officer Maxwell then noticed the strong odor of marijuana coming from inside the vehicle. he asked Lynch-Skunda if there was any marijuana in the vehicle.

According to the complaint, Lynch-Skunda stated that they had just come from a party, and the smell must be on their clothing.

While preparing to have the occupants of the vehicle exit it for a probable cause search of the vehicle, Officer Fox saw a clear plastic bag in the back seat, next to Faulk, that contained a green, leafy substance that appeared to be unburnt marijuana.

Officer Maxwell had Lynch-Skunda and the front passenger exit the vehicle, and they were both patted down. Lynch-Skunda was found to have a large quantity of cash on his person, later found to be $835.00. Faulk was then requested to exit the vehicle as well.

Officer Maxwell asked Lynch-Skunda if there was anything illegal in the vehicle, and Lynch-Skunda said there was not. Clarion University Police officers watched the occupants of the vehicle while Officers Maxwell and Fox searched the vehicle.

The following items were found a seized as evidence:

– 25.5 grams of unburnt marijuana, located in an orange watertight box under the driver’s seat of the vehicle;
– a pack of J&B wrappers, located in the back seat area in the passenger side seat pocket;
– a black scale, located in the trunk of the vehicle;
– a glass jar containing marihuana residue, located in the trunk;
– 11 grams of unburnt marijuana in three individually packed bags, located in a duffel bag sitting on the back seat; and
– a blunt located in the black duffel bag sitting on the back seat.

All of these items were seized and secured in a Clarion Borough Police cruiser.

According to the complaint, Faulk stated that the three small bags and the blunt were his. He also admitted to smoking marijuana earlier in the night.

Lynch-Skunda stated that none of the marijuana in the vehicle was his, but had no explanation for the marijuana under his seat, the complaint states.

Lynch-Skunda’s $835.00 was seized as evidence.

Officer Maxwell informed Lynch-Skunda and Faulk that they would be receiving charges for the marijuana.

Based on the investigation, Lynch-Skunda was arraigned at 2:30 pm on Friday, April 6, in Magisterial District Judge Duane L. Quinn’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– Period For Requiring Lighted Lamps, Summary
– Failure To Carry License, Summary

He is currently free on $25,000.00 unsecured bail.

A preliminary hearing is scheduled for 9:45 am on Tuesday, April 17, with Judge Quinn presiding.

Faulk is facing the following charges:

– Possession Of Marijuana, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

His preliminary hearing is scheduled for 9:00 a.m. on Thursday, May 15, with Judge Quinn presiding.
