Additional Details Emerge on Arrest of Parker Man Wanted on Felony Warrants

CLARION TWP., Pa. (EYT) – Further details have emerged on last week’s arrest of a fugitive and two others wanted for hindering his apprehension.

According to police, the fugitive – 23-year-old Damean Michael Felmlee, of Parker – had a warrant for absconding probation. He was taken into custody in Clarion Township around 11:30 p.m. on Thursday, April 19, and lodged in the Clarion County Jail.

He faces a third-degree felony charge of Flight To Avoid Apprehension/Trial/Punishment.

Police say 24-year-old Kirsten Renee Wolff, of Strattanville and 22-year-old Cody Lee McGinnis, of Clarion, both assisted in Felmlee avoiding apprehension.

Wolff was arrested on April 19 and placed in the Clarion County Jail on $7,000.00 monetary bail.

According to court documents, Wolff’s bail was posted on April 20.

McGinnis was taken into custody on Friday, April 20, in Clarion Township. He was arraigned and placed in the Clarion County Jail on $5,000.00 monetary bail.

Both individuals face preliminary hearings on May 15 at 11:00 a.m. in Magisterial District Judge Duane L. Quinn’s office on the following charges:

– Hinder Apprehension/Prosecution-Harbor Or Conceal, Felony 3
– Hinder Apprehension/Prosecution-Provide Aid, Felony 3
– Hinder Apprehension/Prosecution-False Information To Law Enforcement Officers, Felony 3

The investigation continues, and other suspects have been identified.

Clarion-based State Police issued the following Public Service Reminder:

Hindering Apprehension or Prosecution of Fugitive Felon is a Felony 3, and those convicted could face up to seven years in prison and $15,000.00 in fines.

Case Details:

According to a criminal complaint, around 4:00 p.m. on Wednesday, April 18, a traffic stop was conducted on S. 5th Avenue in Clarion Borough on a Silver Toyota Solara for an active felony warrant for the operator of the vehicle. The operator, Kirsten Renee Wolff, and passenger, Cody Lee McGinnis, were taken into custody for warrants.

MCGinnis was released from custody and ordered to report to District Court to clear the warrant the following morning. He was then provided a courtesy transport by patrol vehicle from the district justice office to a location near Bauer Road in Clarion Township. McGinnis was informed that Damean Felmlee had multiple felony warrants. McGinnis stated that he did not know where Felmlee was and had not seen him for several days. McGinnis was informed that if he offered Felmlee assistance or concealed him, he would be criminally charged.

Around 10:45 a.m. on Thursday, April 19, Clarion-based State Police received information that Felmlee was located at a trailer in Oakwood Acres. Clarion PSP troopers and Clarion County probation officers went to the residence and knocked at the door. McGinnis opened the door and allowed Corporal Yockey and Trooper Allison to enter. McGinnis stated he was sleeping on the couch in the living room. He told police Felmlee was not in the residence and said he did not know where Felmlee was.

According to the complaint, the residence was almost entirely dark, but Trooper Allison could hear other individuals moving around somewhere in the residence.

Trooper Allison asked McGinnis who else was in the residence, but McGinnis remained silent. Trooper Allison announced “state police” and yelled for Felmlee to come out. Trooper Allison then heard a male voice saying he was coming out.

Trooper Allison went to the rear part of the trailer and opened a bedroom door. Felmlee was then located and taken into custody.
