The borough’s plan is to pave the following portions of the borough:
The first three streets will be paid with via the money the borough got from the county last year for this purpose.
The bids will be due at 10:00 a.m. on June 5 and will be opened at 10:15 a.m. with the hope of approving the bid at that night’s council meeting.
“Those roads are not in good shape,” council member Earl Zerfoss, the chair of the Public Works Committee said. “The early we can get (the bids) approved the earlier we will be able to get to them.”
SARAH MACBETH ASKS COUNCIL IF SHE CAN HELP WITH BEAUTIFICATION
Borough resident Sarah MacBeth addressed the council asking if the borough would be alright with her forming a group that could help with the beautification of the borough.
“It would be a trash group, a group to cleanup the borough maybe paint the meters, trash cans and the cages around the trees,” MacBeth said. “I don’t want to touch borough property without talking to you, but we would like to improve the cosmetics of the borough.”
Borough president Carol Lapinto said some of what MacBeth is asking about like new trash cans will be taken care of with a grant the borough received in the last year, but that some of the other things MacBeth was asking about she would like to meet MacBeth to discuss.
“I can meet with you and discuss the grant and you can come up with a list (of what you would like to see done) and we can go from there,” Lapinto said.
Public Work foreman Doug Preston said Zion Baptist Church formerly painted the parking meters so he would welcome another group picking that job back up.
MacBeth said her thought would be to form an association that could collect money to buy things like garbage bags and paint and the like to help in any cleanup projects.
A meeting between MacBeth and Lapinto will be presumably set up in the near future.
BOROUGH TO GET $25,000 GRANT FOR SIGNAGE
The council approved a resolution authorizing Lapinto, as council president, to sign on behalf of the borough for a USDA Grant for signage. The grant is worth $25,000 and will allow the borough to put signage up to attract visitors to the borough as well as direct visitors to key points inside the borough once they reach the borough. The project is being done through the Blueprint Committee.
OTHER BUSINESS
In other business the council:
- Approved a PennVEST Application Letter of Responsibility. The borough will be taking a $1,908,700 PennVEST loan for the Center Place Storm Water project, which is likely to start in the spring on 2019.
- Approved the yearly protective services interagency agreement with Clarion Area Agency on Aging, Inc.
- Appointed Tom DiStefano to fill the vacancy on the Storm Water Authority Board with his term to expire at the end of 2018.
- Approved a change of status for police officer Evan Maxwell from probationary officer to regular full-time officer effective May 2, 2018, with an increase in pay from $18.71 an hour to $21.38 per hour.
- Announced that there will be a public hearing for a rezoning request from the Mile’s brothers at 6:30 p.m. June 5 with possible action to be taken at that night’s 7 p.m. council meeting.
- Authorized the reimbursement of the Recreation Fund of $2,000 for the cost of soil at the Clarion County Park with the money to come from the $10,000 CD when it comes due at the end of the year. The money in the CD is from the sale of the Sewer Authority.
- Was reminded that clean-up day is May 19 and that Spring Leaf Collection day will be from 7 a.m. to 3 p.m. May 21 (leaves only).
