Venus Woman Faces Multiple Drug Charges Following High-Speed Chase, Overdose Incident

VENANGO CO., Pa. (EYT) — A Venus woman is facing drug charges and other related counts following a high-speed chase and another incident involving an overdose in Venango County.

Court documents indicate criminal charges have been filed against 19-year-old Alexis Renee Kelly, of Venus.

According to a criminal complaint, around 3:05 a.m. on June 8, Patrolman Floor, of the Franklin Police Department, witnessed a black Ford station wagon cross the center line in the 200 block of 13th Street.

The vehicle continued to swerve and cross the line in the 100 block of North 13th Street. It made a left turn onto the 100 block of Grant Street and crossed the center line again in the 200 block of Grant Street, the complaint states.

Patrolman Floor attempted to conduct a traffic stop, and the vehicle’s turn signal was initiated. The vehicle was pulling over in the 300 block of Grant Street when the driver turned off the turn signal and accelerated rapidly.

The driver, later identified as Christopher Ahrens, traveled at speeds in excess of 110 miles per hour traveling westbound on U.S. 322. Officers were able to stop the vehicle and end the pursuit in the area of 21800 U.S. 322, Meadville, the complaint states.

Officers then made contact and ordered Ahrens and his passenger, Alexis Kelly, out of the vehicle.

According to the complaint, once Ahrens and Kelly were detained, Patrolman Floor noted a strong odor of marijuana coming from inside the vehicle and was able to see a small amount of marijuana on the center console, as well as two syringes on the passenger floorboard. Outward signs of intoxication of a controlled substance from Ahrens was also observed, according to the complaint.

Based on the investigation, Kelly was arraigned at 9:00 a.m. on Friday, June 8, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of a Controlled Substance, Misdemeanor
– Possession Of Marijuana
– Use/Possession Of Drug Paraphernalia

Another criminal complaint was filed against Kelly on Tuesday, June 12.

The complaint states that around 11:59 p.m. on Monday, June 11, Oil City Police Officers were dispatched to a residence on Martin Street in Oil City for an EMS Delta response for a 22-year-old female — a possible overdose.

Upon arrival at the scene, officers made contact with the known homeowner who directed them to the stairs and stated, “She’s upstairs. I don’t know what she took. I was asleep and heard a bunch of thumping around.”

According to the complaint, upon reaching the top of the stairs, the officers made contact with a known male, who was holding up a known female who was unresponsive and vomiting.

Another female, identified as Alexis Kelly, was also in the room.

As medical personnel arrived at the scene and began treating the patient, Kelly and the known male were asked what the patient had taken.

According to the complaint, Kelly stated that she thought it was meth, but she was not sure. Kelly stated that the victim “shot up” the meth. Patrolman Karns then asked Kelly if she helped the woman, and Kelly allegedly said that she did, the complaint states.

After speaking with the homeowner again, police determined that Kelly was involved with another member of the household and stays at the residence, and the known male and female were only known to the homeowner as two of her friends.

The woman was attended to and transported by Community Ambulance Service.

According to the complaint, officers also recovered two loaded syringes, the syringe used in the overdose, a spoon with residue, a fold of paper commonly used to package street drugs, a white iPhone, and two pipes, one of them containing a green leafy substance suspected to be marijuana.

Based on the investigation, Kelly was arraigned at 5:00 a.m. on Tuesday, June 12, in Magisterial District Judge Andrew F. Fish’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Recklessly Endangering Another Person, Misdemeanor 2
– Marijuana-Small Amt Personal Use, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor (seven counts)

Unable to post $25,000.00 cash bail, she was lodged in the Venango County Jail.

Preliminary hearings on all charges are scheduled for 1:30 p.m. on Wednesday, July 11.
