Venango County Man Faces Additional Child Sex Charges As Second Victim Comes Forward

VENANGO CO., Pa. (EYT) — Additional charges have been filed against a Polk man after another juvenile victim came forward alleging sexual assault.

According to court documents, on Tuesday, July 24, the Franklin-based State Police filed the following new charges against 61-year-old Jeffrey A. Malliard, of Polk:

  • Criminal Attempt — Aggravated Indecent Assault of Child, Felony 1 (four counts)
  • Unlawful Contact With Minor — Sexual Offenses, Felony 1 (twelve counts)
  • Indecent Assault Person Less than 13 Years of Age, Felony 3 (twelve counts)
  • Corruption Of Minors — Defendant Age 18 or Above, Felony 3 (twelve counts)

Malliard was arraigned at 10:45 a.m. on Wednesday, July 25, in Magisterial District Judge Matthew T. Kirtland’s office.

Bail was set at $50,000.00 monetary; however, Malliard is free after a private surety posted a $5,000.00 cash security.

Details of the case:

According to a criminal complaint, around 1:50 p.m. on Friday, July 6, Trooper Latshaw interviewed a known 12-year-old female at PSP Franklin with the consent of her mother.

The victim stated that her mother had said something to her the previous night about Jeffrey Malliard touching a known 13-year-old female inappropriately. The victim said that she then began crying. She said she was scared and couldn’t tell her mother anything at first, the complaint states.

According to the complaint, the victim said, “It took me five minutes or so to be able to build up the courage to say, ‘Mom, he did that to me, too.'”

The victim explained that the sexual assaults involving Malliard had been occurring for years. She said it began when she was around seven years old and had diminished quite a bit since she became older and could tell him “no,” according to the complaint.

The victim said one of the last incidents she could remember occurred when she was around the age of nine or ten.

The victim also stated that on other occasions, while playing games, Malliard “would make really creepy statements like if I win you have to kiss me,” the complaint states.

On Monday, July 23, a forensic interview was conducted with the victim at the Child Advocacy Center in Erie.

According to the complaint, during the interview, the victim disclosed all of the same information previously disclosed to Trooper Latshaw as well as some additional details.

Malliard was previously arraigned on felony aggravated indecent assault, misdemeanor indecent assault, and corruption of minors charges on Thursday, July 5, after allegations that he sexually assaulted a 13-year-old girl.

Malliard faces a preliminary hearing for both cases at 1:30 p.m. on Wednesday, August 1, with Judge Kirtland presiding.
