Sligo Man Accused of Corruption of Minors, Groping Woman Due in Court Next Week

MONROE TWP., Pa. (EYT) – A Sligo man who is facing various charges for allegedly impersonating a state constable, groping a woman, and making inappropriate comments to a teen, is due in court next week.

Harry Nicholas Billotte, 75, of Sligo, is scheduled to appear in a preliminary hearing before Magisterial District Judge Timothy P. Schill on Tuesday, August 21, at 10:15 a.m.

Clarion-based State Police filed the following charges against Billotte on August 4:

– Corruption of Minors, Misdemeanor 1
– Harassment — Course of Conduct W/No Legitimate Purpose, Summary
– Disorderly Conduct Hazardous/Physical Offense, Summary

He was arraigned at 5:20 p.m. on August 4 before Magisterial District Judge Jeffrey C. Miller.

According to a criminal complaint, around 1:31 p.m. on Saturday, August 4, Trooper Doverspike, of PSP Clarion, was dispatched to a location in Monroe Township, Clarion County, to speak with a 15-year-old girl and her mother regarding an incident. The victim reported that she was approached by a male subject who said inappropriate things to her.

The victim stated that around 1:00 p.m. on August 4, a man drove by her location several times and waived at her while she and her 14-year-old sister were in their yard working a family yard sale. She said the male returned and parked his brown Ford conversion van at the neighbor’s house and walked over to her and began talking to her. The victim described the man as older with a white beard. The man asked her about the yard sale, where the money was going, and how old she was. She replied that she was going to be 16 soon and was saving for a vehicle, the complaint indicates.

The man asked how old her friend was, and she stated that the girl was her sister, and she was 14 years old. The man told the victim that her sister was younger but is taller and has “bigger boobs.”

According to the victim, the man asked her “if she likes her boobs played with” and made other crude sexual references to her.

The victim said that the man tried to get closer to her to touch her, but she leaned away.

After the victim’s father came into the yard, the man left in his vehicle.

Around 2:00 p.m. on August 4, the victim’s neighbor was interviewed. She stated that she observed a brown van in her driveway and saw an older man walk back to the vehicle from the yard sale and leave. She provided a PA license plate number, and Trooper Doverspike provided the neighbor with a photograph of the registered owner — Harry Billotte — and he was identified as the person who she saw getting in the van in her driveway.

Charges against Billotte from a separate May 2018 incident for allegedly impersonating a state constable and sexually assaulting a woman have been waived for court. Charges were transferred to the Clarion County Court of Common Pleas on Tuesday, August 7.

Billotte remains lodged in the Clarion County Jail on $50,000.00 cash bail.
