Clarion County Commissioners Purchase St. Petersburg Communication Tower

CLARION, Pa. (EYT) — Clarion County Commissioners Ted Tharan, Wayne Brosius, and Ed Heasley on Tuesday morning approved a $20,000.00 contract for the purchase of the St. Petersburg communication tower.

“This is the first step in being self-sufficient for communication towers related to 9-1-1 emergency communications,” said Tharan. “We pay monthly rent for the use of towers, and our goal is to own all of our needed towers.”

The Clarion County previously paid Affinity $150.00 a month in rent and will now rent that space back to Affinity for the same amount.

Clarion County Safety Director Jeff Smathers thanked the commissioners for the purchase of the St. Petersburg Tower saying that the purchase will play an important part in the digitalization of emergency communications in Clarion County.

The remaining towers used in Clarion County vary in costs, but rental of space on the large tower located at Trinity Point requires annual rent of $42,000.00 and a tower in New Bethlehem an annual rent of $24,000.00.

Commissioners announced a change of the polling location in Toby Township from the Southern Clarion County Ambulance Building to the Rimersburg Borough Community Building at 484 Main Street in Rimersburg. The change will take effect beginning with the November 6 General Election. Cindy Callahan, Director of Elections, confirmed that rules allow for a polling location to be located in a neighboring municipality.

Commissioners tabled a cooperation agreement with Clarion Borough for the 2016 and 2017 CDBG (Community Development Block Grant) programs. Clarion Borough has not yet approved the agreement.

Commissioners did approve cooperation agreements with Clarion Township for the 2016 and 2017 CDBG programs.

Brenda Haws was nominated to join the Clarion County Library System’s Board of Directors.

A $4,000.00 Grant to Mental Health/Developmental Disabilities/Early Intervention from BHARP (Behavioral Health for Rural Pennsylvania) System of Care for the 2017–18 System of Care Mini Grant was received. The grant will fund a contract for the Center for Community Resources to provide for youth mental health first aid training to Clarion County public and private school faculty and staff during the 2018–19 school year.

Multiple contracts were approved on behalf of Children and Youth Services with terms from July 1, 2018, to June 10, 2019:

• Pope, Drayer, French, and Heeter P.C. for solicitor fees at a cost of $58,000.00, with the County match of up to $11,600.00.

• Brenda Manno for Project Point of Light for sex offender and victim assessments and treatment for Clarion County residents, and clerical, phone, and fax services at a cost of $50,000.00, with a county match of 20 percent less offender payments.

• Katie L. Harm for clinical polygraphs for Clarion County residents the cost of $275.00 per administration, with a county match of up to 20 percent.

• Martin E. Knezovich for clinical polygraphs at Project Point of Light at a cost of $275.00 per administration, with a county match of up to 20 percent.

• Scott Patterson for clinical polygraphs for Clarion County residents at cost of $275.00 per administration, with a county match of up to 20 percent.

• Mars Home for Youth for multi-systemic treatment at a cost of $65.00 dollars per day, with a county match of up to 5 percent.

• Clarion Vocational Services for office cleaning at a cost of $135.00 per week, with a county match of $27.00 dollars per week.

• AAA Life Services for a community-based abstinence program at a cost of $38,336.00, with a county match of $7,667.00.

• AC Valley School District for intensive in-home parenting at a cost of $5,000.00, with a county match of $1,000.00.

• Avanco International Inc. for provider agreement CAPS the cost of $28,514.00, with a county match of $9,979.97.

• PCYA for technical support for the CAPS program at a cost of $799.11, with a county match of $268.50.
