Traffic Stop Leads to Parker Woman’s Arrest for DUI, Child Endangerment

PERRY TWP., Pa. (EYT) — A Parker woman is accused of driving while intoxicated with a three-year-old child in her vehicle.

Court documents indicate the Clarion-based State Police filed the following charges against 54-year-old Lois Lee Libecco, of Parker:

  • DUI: General Impairment/Incapable of Driving Safely — 2nd Offense, Misdemeanor
  • DUI: High Rate of Alcohol (BAC .10 — <.16) 2nd Offense
  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Misdemeanor 1
  • Driving Without A License, Summary
  • Driving While BAC .02 or Greater While License Suspended, Summary
  • Failure To Keep Right, Summary
  • Disregard Traffic Lane (Single), Summary
  • Safety Restraints — child under 4 years

According to a criminal complaint, around 5:06 p.m. on Sunday, September 2, Trooper Allison, of the Clarion-based State Police, was traveling east on State Route 368 near the intersection with Sportsman Road in Perry Township when he witnessed a silver Pontiac Torrent traveling east, driving over the center lane markers with the left tires on the center lane markers.

Upon a check of the registration, Trooper Allison discovered the registered owner’s license was disqualified. He then conducted a traffic stop on the vehicle.

According to the complaint, upon his approach to the vehicle, Trooper Allison noted an odor of an alcoholic beverage. The driver, identified as Lois Lee Libecco, said that her license was suspended due to a prior DUI and provided no identification. Her identity and licensing status were confirmed via JNET.

The complaint states that a three-year-old male passenger was also in the vehicle, with no child restraint system present in the vehicle.

Libecco voluntarily performed a portable breathalyzer test, which indicated a high rate of alcohol present on her breath. The complaint also notes that field sobriety testing results also showed signs of impairment consistent with intoxication, the complaint states.

Libecco was taken into custody and transported to the Clarion Hospital for a blood draw.

Erie Regional Laboratory results determined that Libecco’s BAC was .10%.

Based on the investigation, charges were filed against Libecco in Magisterial District Judge Jeffrey C. Miller’s office on Wednesday, September 18.

A preliminary arraignment is scheduled for 11:00 a.m. on Thursday, October 4, with Judge Miller presiding.
