Venango County Man, Woman Charged in Drug Delivery Death of 14-Year-Old Boy

shutterstock_1175298715-gavelVENANGO CO., Pa. (EYT) – Two Oil City residents were arraigned today on charges related to the overdose death of a 14-year-old boy in Venango County.

Court documents indicate 32-year-old Jarvis L. Mitchell and 37-year-old Heather Ann Morgan, both of Oil City, were arraigned in Magisterial District Judge Andrew F. Fish’s office on Wednesday, November 14.

Mitchell faces the following charges:

  • Corrupt Organizations, Felony 1
  • Corrupt Organizations-Int/Control In Enterprise, Felony 1
  • Conspire To Violate 911b1, 911b2, 911b3, Felony 1
  • Criminal Conspiracy Aiding – Corrupt Organizations, Felony 1
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Criminal Conspiracy Aiding – Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
  • Involuntary Manslaughter, Misdemeanor 1
  • Possession of Controlled Substance, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Morgan faces the following charges:

  • Drug Delivery Resulting In Death, Felony 1
  • Corrupt Organizations, Felony 1
  • Corrupt Org-Int/Control In Enterprise, Felony 1
  • Conspire To Vio 911b1, 911b2, 911b3, Felony 1
  • Criminal Conspiracy Aiding – Corrupt Organizations, Felony 1
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
  • Involuntary Manslaughter, Misdemeanor 1
  • Tamper With/Fabricate Physical Evidence, Misdemeanor 2 (two counts)
  • Possession of Controlled Substance, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Both individuals were lodged in the Venango County Jail.

Court documents indicate they were denied bail with the reason as “flight risk.”

Preliminary hearings are scheduled for Wednesday, November 28, with Judge Fish presiding.

According to a report released by the Oil City Police, the department received information regarding drug use and distribution at a residence on Bishop Avenue in Oil City. Through a complex investigation that began on March 26, 2018, the Oil City Police identified Jarvis Mitchell to be the leader of the group that was suspected to be moving large amounts of controlled substances from Detriot, Michigan, to the Venango County area.

Police conducted interviews with multiple co-conspirators that included, but were not limited to Heather Morgan and James Word. Morgan and Word were to be working under the direction of Mitchell to aid in moving large quantities of narcotics, namely heroin and cocaine. Police conducted multiple search warrants and interviews with co-conspirators, as well as arrests that stemmed from the organization.

According to police, the organization included a 14-year-old juvenile male who was directed to hide narcotics for the organization, which eventually resulted in the overdose of the 14-year-old male.

The Oil City Police Department continued to receive information of the organization continuing to operate with the leader, Mitchell, incarcerated in the Venango County Jail.

Police went on to serve a search warrant at the Bishop Avenue residence where 22.58 grams of heroin was located and found to be the same narcotics that killed the 14-year-old male.

Based on the investigation, charges were filed in Magisterial District Judge Andrew F. Fish’s office on Wednesday, November 14.

No charges have been filed against James Word as of November 14.
