Clarion County Housing Authority to Manage Regency Commons, Groundbreaking Expected Soon

CLARION, Pa. (EYT) — Clarion County Housing Authority (CCHA) will manage Regency Commons which is expected to break ground soon.

This 42-unit affordable housing property is expected to break ground later this year or early 2019.

Regency Commons will be located on a 1.14-acre vacant lot on South Fifth Avenue, within the Clarion Borough.

It will serve 62+ seniors who are below the area median income with restricted rents. This project is a low-income tax credit program through the Pennsylvania Housing Finance Agency (PHFA). CCHA will also be providing supportive services to all residents including health screens and educational opportunities.

CCHA looks forward to their involvement with Regency Commons and Hudson Companies as construction begins on South Fifth Avenue in Clarion.

RAD Conversion of Penn Court Apartments in Clarion

Clarion County Housing Authority (CCHA) will be co-managing a property in Clarion County with construction beginning later this year.

RAD Conversion of Penn Court Apartments in Clarion will begin in early 2019.

Recently, CCHA was awarded Rental Assistance Demonstration (RAD Conversion) for their 40-unit family development, Penn Court Apartments located in Clarion.

The Department of Housing and Urban Development (HUD) seeks to preserve affordable housing through the RAD Conversion Program. This program initiates the conversion of public housing to a form of project-based assistance at Penn Court Apartments.

Residents will not lose housing assistance with this transition, and CCHA will continue to pay PILOT Payments (Payment in Lieu of Taxes) along with regular donations to the Fire Department serving the property.

RAD Conversion of Penn Court Apartments is scheduled to be complete early 2019 to preserve affordable housing.

Clarion County Housing Authority Receives Two Awards

The Northwest 9 Program administered by CCHA was recognized for two respected awards.

The Northwest 9 Program was a unique voucher-like rental subsidy program for special populations who were ineligible for federal housing subsidies. The program included a self-sufficiency component and was highly successful within nine Northwestern Counties.

This program was administered by the Clarion County Housing Authority for almost five years.

CCHA’s Northwest 9 Program was recently recognized for two awards: the National Award of Merit from NAHRO (The National Association of Housing and Redevelopment Officials) and The Bellamy Award for a Housing Related Project or Program.

The Award of Merit from NAHRO recognizes agencies who found innovative ways of making a difference in their communities and in the lives of the people they serve by creating affordable housing, revitalizing their neighborhoods and developing initiatives.

The Bellamy Award is a PA Association of Housing and Redevelopment Agencies (PAHRA) highest recognition of achievement and highlights the achievements and extraordinary efforts of its member agencies.

Both awards were accepted by Penny Campbell, Executive Director of the Clarion County Housing Authority.

CCHA is continually advocating for a more permanent funding source and funding opportunities to allow for the administration of The Northwest 9 Program or similar programs in this area.

CCHA continues to manage the Section 8 Program for Clarion and Forest Counties and owns and manages five housing developments throughout Clarion County, consisting of 178 apartments for low and very low-income residents.

CCHA maintains a waiting list for each program and development. Applicants who live or work in Clarion or Forest Counties have a preference on the waiting list and will have the opportunity to be housed ahead of any out of county or out of state applicants. All waiting lists are currently open.

Clarion County Housing Authority will have office hours monthly in Forest County.
