PINEGROVE TWP., Pa. (EYT) — An Oil City woman is behind bars on child endangerment charges after an investigation revealed that she allegedly smoked methamphetamine and marijuana with her son. The woman’s boyfriend is also facing charges in the case.

Court documents released on Tuesday indicate that Franklin-based State Police Trooper Haun has filed felony child endangerment charges against Margaret Ann Waters, 39, and Ronald J. Potts, 42, both of Oil City.

The charges were filed on Feb. 7 at Magisterial District Judge Patrick E. Lowrey’s office.

According to a criminal complaint filed at Judge Lowrey’s office, Tpr. Haun conducted a phone interview with the victim on January 4, 2019, around 5:00 p.m.

The 13-year-old victim indicated he has lived with his mother, Margaret Ann Waters, for his entire life until recently when he moved in with his father.

Most recently, the victim lived with his mother and his mother’s boyfriend, Ronald J. Potts, at 244 McPherson Road in Oil City.

The victim also stated that he barely sees his mother, and Potts is home more than her.

According to the criminal complaint, the victim told Tpr. Haun that his mother and Potts “smoke a lot of marijuana and methamphetamine.”

When Tpr. Haun asked the victim how he knew this, the victim stated “because I smoke it with them. My mom and Ron ask me to smoke with them all the time.”

The victim stated, “I have not smoked with them since early November, maybe middle November 2018. I thought it was always just weed.”

The victim indicated he has been smoking weed with his mother since he was 10 years old.

When Tpr. Haun asked the victim how many times he has smoked weed with his mother, he stated, “at least 40 to 50 times. Maybe twice a month, but the most I have smoked was five times In a month with my mom.”

Tpr. Haun then asked the victim how many times he has smoked methamphetamine with his mother and he stated, “once that I know of.”

According to the criminal complaint, the victim indicated that the last time he smoked methamphetamine, it was out of a clear pipe and there was “black stuff” on the far end of the pipe. He said after he smoked it, he felt tired but then had “a lot of energy later on.”

The victim was unsure of how many times he smoked marijuana with Potts but knew that it happened more than once. He was unsure if he had smoked methamphetamine with Potts.

According to the criminal complaint, the victim told Tpr. Haun that his mother and Potts would constantly ask him to “smoke with them.” He said he felt pressured and told them “no,” but usually gives in and “just smokes with them.”

The victim also indicated that his mother would leave to “go get drugs on a regular basis.” He related she “gets her drugs from a lot of people.” The victim also said he saw a skinny white male with saggy jeans drop his mom off in the past and indicated the man lives in an apartment above a business on Oil City’s north side.

The criminal complaint notes that the victim was drug tested at a medical facility in December. The tests revealed methamphetamine was present in his system.

Waters and Potts were arraigned before Magisterial District Judge Andrew F. Fish on the evening of Feb. 9.

They each face 10 counts of third-degree felony Endangering Welfare of Children — Parent/Guardian/Other Commits Offense and one count of first-degree misdemeanor Corruption of Minors.

Waters was lodged in the Venango County Jail on Feb. 9 after failing to post $10,000.00 cash bail.

Potts was lodged in the Venango County Jail on Feb. 9; however, he was released the same day after posting $10,000.00 cash bail.

Waters and Potts face preliminary hearings on Feb. 20 at 8:30 a.m. with Judge Lowrey presiding.
