Clarion County Jail Population Drops to 91.3 Average

CLARION, Pa. (EYT) — The number of inmates at the Clarion County Jail continues to drop with an average daily population of 91.3, according to information released by Warden Jeff Hornberger at the recent Clarion County Prison Board meeting.

There were 20 females, 60 males, and five temporary transfers in the facility as of February 13.

Hornberger told exploreClarion.com, “The main reason for the continued decrease in the number of inmates is primarily due to the court program diversions that concentrate on providing intensive supervision that allows them to serve probation instead of going to jail.” The programs were developed through Judge James Arner’s office.

The trend also lowers operational costs for the jail because the cost of housing a prisoner is $71.00 per day.

Support services during January included the following:

  • 214 inmates were seen by a counselor;
  •  An inmate was under suicide watch;
  • 17 inmates were seen by a psychiatrist;
  • 12 inmates received Narcan training;
  • 31 inmates were seen by a nurse;
  • 28 inmates were seen by Seneca Medicals; and
  • 10 inmates were responsible for 70 percent of prescription cost.

Staffing continues to change with four new part-timers quitting.  Two of them took other jobs.

The costs for the month were $137,150.97.

During the meeting, Hornberger introduced Assistant Warden Dan Blose.

Hornberger reported the staff is preparing for a state inspection in May.

In attendance were Sheriff Rex Munsee, Treasurer Tom McConnell, Commissioners Ed Heasley, Ted Tharan, Wayne Brosius, and Hornberger. Brosius serves as Prison Board Chair.
