Man Accused of Fleeing State to Avoid Probation in Forest County

FOREST CO., Pa. (EYT) — A 23-year-old man is facing charges after he allegedly fled to South Carolina to avoid his probation sentence in Forest County

According to court documents, the Forest County Sheriff’s Department filed a second-degree misdemeanor count of flight to avoid apprehension against 23-year-old Gaven James Rinker, of Oil City.

According to a criminal complaint, Gaven James Rinker moved outside the Commonwealth of Pennsylvania to Charleston County, South Carolina, while on probation in Forest County. He failed to report as instructed by his probation officer, resulting in a warrant for his arrest issued on June 29, 2018.

Court documents indicate Rinker was sentenced on June 13, 2018, to one year of probation on a second-degree misdemeanor count of fleeing or attempting to elude an officer.

According to the complaint, on February 13, 2019, when Chief Deputy Carbaugh, of the Forest County Sheriff’s Department, was transporting Rinker from the Charleston County, South Carolina Jail, Rinker made numerous comments about knowing that he was wanted. He also stated that he researched via the internet looking for an area that had no extradition and said he believed South Carolina was such an area, so he and his girlfriend moved there.

Based on the investigation, charges were filed on Tuesday, March 26, 2019.

Rinker is currently lodged in the Warren County Jail.

A preliminary hearing is scheduled for 11:30 a.m. on Tuesday, April 16, with Judge Miller presiding.
