Wayne Morgan Miller

Wayne Morgan Miller, 64, of Siler City, NC, formerly of Venus, passed away Wednesday, April 24, 2019 at his residence.

Wayne was born on April 2, 1955 in Corry, PA, a son of Anna Rogers Miller and the late Joseph Miller.

Wayne was a graduate of North Clarion High School, class of 1973. Following graduation, he first worked as a bank teller at First National Bank in Fryburg.

He enlisted in the US Air Force in March of 1974 and worked as an aircraft maintenance analyst at Pope Air Force Base. He entered civil service at Charleston AFB as a management assistant in November of 1977. He then moved in May of 1979 to Andrews AFB working in the Consolidated Aircraft Maintenance Squadron. Wayne was promoted as a management analyst at the Headquarters Naval District Washington, Public Work Dept. in Washington, D.C. in January of 1980.

He was promoted again in March of 1981 to technical advisor for the Automated Systems Branch for Naval Facilities Engineering Command where he interpreted feasible automated systems applications. He then moved to Kings Bay, GA in August of 1983 as a program analyst for the Officer-In-Charge of Construction, TRIDENT, and analyzed project design and construction costs and schedules. He relocated back to Andrews AFB in May of 1986 as a work day control officer for the Air National Guard Training Division performing planning, programming, budgeting, and execution functions for a $650 million military personnel program.

Wayne was again promoted to the Pentagon in January of 1990 as a program analyst in the Plans and Program Division. He then worked in the Program and Resource Analyst Installations Management Branch, Asset Management & Operations Division. His keen strategic analysis and visionary abilities allowed him to identify nearly $245 million of facility sustainment requirements that needed realignment from the Air Force to DOD agencies.

His exceptional in-depth knowledge of the Automated Civil Engineer System Real Property (ACES-RP) data management system coupled with sharp analytical skills led the Air Force to a 99.8% annual real property inventory submittal to OSD. The highest real property rating achieved to date by the AF and setting the pace for OSD and sister services.

Wayne is survived by his wife, Dorothy Brinkley of Siler City, NC; his mother, Anna Rogers Miller of Oil City; a daughter, Jennifer Hoben of Adel, Iowa; three grandchildren; several aunts; and numerous cousins, nieces and nephews.

In addition to his father, Wayne was preceded in death by three brothers, Richard, Alan and Kenneth Miller.

Friends may call at the Gordon B. Garrett Funeral Home 303 N. Washington St. Titusville on Monday from 10 to 11 AM at which time the funeral service will be conducted with his cousin, Rev. Marvin Hutchison, officiating.
Interment will be in Rose Hill Cemetery in Spartansburg, PA.
