Traffic Stop Leads to Marijuana Bust in Strattanville

STRATTANVILLE BOROUGH, Pa. (EYT) — Police say a routine traffic stop for an expired registration led to a marijuana bust in Strattanville Borough.

Court documents indicate the Clarion-based State Police filed criminal charges against 29-year-old Richard Kenneth Cotherman, of Shippenville.

According to a criminal complaint, around 7:30 p.m. on May 17, Trooper Allison, of PSP Clarion, was on patrol in Strattanville Borough when a query of a registration on a tan Chevrolet Malibu came up as expired. Trooper Allison then initiated a traffic stop on the vehicle.

According to the complaint, after making contact with the driver, identified as Richard Kenneth Cotherman, Trooper Allison noted an odor of both fresh and burnt marijuana and also noted that Cotherman exhibited bloodshot eyes, body tremors, and appeared nervous and was sweating profusely.

Trooper Allison then asked Cotherman to step out of the vehicle.

Cotherman then allegedly related that he had marijuana in his bag and produced a gray backpack containing a one-gallon brown mason jar of individually wrapped plastic baggies of marijuana with a total weight of approximately 92 grams. The backpack also contained a compact scale.

The complaint notes that following his arrest, Cotherman was also given a blood test which tested positive for marijuana and oxycodone.

Based on the investigation, Cotherman was arraigned in front of Magisterial District Judge Duane L. Quinn at 8:30 a.m. on Wednesday, June 12, on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Use/Possession Of Drug Paraphernalia, Misdemeanor
– DUI: Controlled Substance — Schedule 1 — 1st Offense, Misdemeanor
– DUI: Controlled Substance — Schedule 2 or 3 — 1st Offense, Misdemeanor
– Drive Unregistered Vehicle, Summary

He was released on $5,000.00 unsecured bail.

A preliminary hearing is scheduled for 11:00 a.m. Tuesday, June 25, with Judge Quinn presiding.
