Man Accused of Running Meth Lab in Perry Township Waives Hearing

PERRY TWP., Pa. (EYT) — A local man waived his hearing Tuesday on charges from an incident where police found a suspected meth lab at his Perry Township residence.

According to court documents, the following charges against Timothy James Howard, 56, of Parker, were waived for court on Tuesday, August 27:

  • Operating a Methamphetamine Lab, Felony 1
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possessing Phenylpropanolamine, etc., or a Precursor Substance with Intent to Unlawfully Manufacture, Felony
  • Int. Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

The charges have been transferred to the Clarion County Court of Common Pleas.

Unable to post $30,000.00 monetary bail, he remains lodged in the Clarion County Jail.

The charges stem from an investigation initiated in May.

A criminal complaint filed at Judge Miller’s office indicates that Clarion-based State Police Trooper Allison was providing security for Clarion County Probation on May 5 around 4:10 p.m. while they conducted a probation search at the residence of Timothy James Howard and Sally Jane Tucker.

During the probation search at 696 Perryville Road, officers found a small vial of suspected methamphetamine in a purse that was located in the bedroom of the residence. A pill grinder with white residue, multiple cut-off straws, multiple caps from syringes, and a glass smoking pipe were also located in the bedroom.

According to the criminal complaint, probation officers also found a suspected one pot methamphetamine lab inside a cabinet in a shed on the property. In addition, they found glass pipes with suspected residue, a bottle of drain cleaner, and a suspected one pot methamphetamine lab in a wood burner. A gas generator suspected for use in the manufacturing of methamphetamine was also located during the search.

Based on these findings, a search warrant was issued for the residence and property.

Around 7:40 p.m., the Pennsylvania State Police Clandestine Lab Recovery Team executed the search warrant and seized multiple items related to the manufacturing of methamphetamine, two guns, and a smoking pipe containing marijuana residue.

Police noted in the complaint that the items found at the residence were consistent with the clandestine manufacturing of methamphetamine using the “One-Pot” Nazi method.

Court documents indicate 47-year-old Sally Jane Tucker, of Parker, also waived her preliminary hearing on the following charges on Tuesday, August 20:

  • Operating a Methamphetamine Lab, Felony 1
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possessing Phenylpropanolamine, etc., or a Precursor Substance with Intent to Unlawfully Manufacture, Felony
  • Int. Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

The charges have been transferred to the Clarion County Court of Common Pleas.
