Joan P. Borgia

Joan P. Borgia, 90, a resident of 614 Liberty Street, Franklin died peacefully on Thursday, September 26, 2019 at Oakwood Heights in Oil City following a period of declining health.

Born in Oil City on May 22, 1929 she was a beloved daughter of the late John and Mary Cook Welms.

Joan was a graduate of Oil City High School and attended Edinboro State Teacher’s College, before completing her undergraduate degree at Clarion University of Pennsylvania in Elementary Education. She then obtained a Masters Degree at Clarion University, also in Education.

Mrs. Borgia was a dedicated teacher for many years at Seventh Street Elementary School in Franklin prior to her retirement. She was also one of the first educators to teach in the Head Start Program during summer months. 
Mrs. Borgia was preceded in death by her husband of 66 years Nicholas Borgia, her parents John and Mary Welms, a sister, Judy Zuck and a brother, John (Jack) Welms.

She is survived by her children: Mary Jo Niles and her husband Tom of Franklin, Samuel J. Borgia and his wife Peggy of Erie, Nicholas J. Borgia of Franklin and Lisa D. Davee and her husband Mike of Rockport, Maine.

Also surviving are her grandchildren: Jon, Angela, Daniel, Cole, Sarah, Miles, and Molly; and great-granddaughters: Mia, Sophie, and Raelynn.

Mrs. Borgia’s Family would like to thank the great staff at Oakwood Heights for the outstanding, professional care provided during the past few years.

Services will be held at the convenience of the family. Private interment will be in St. Patrick Cemetery.
Memorial contributions, if desired, may be directed in Joan’s name to the charity of one’s choice.
