Man Accused of Punching, Choking Woman, Assaulting Six-Year-Old Boy Waives Hearings

CLARION BOROUGH, Pa. (EYT) – A Clarion man waived two hearings on Tuesday related to a pair of incidents in which he allegedly punched and choked a woman and assaulted a six-year-old child at a residence in the Borough of Clarion.

According to court documents 39-year-old Luke Ray Jones, of Clarion, waived hearings on Tuesday, November 26, on charges from two cases.

Charges from November 8 incident:

– Simple Assault, Misdemeanor 2
– Harassment — Subject Other to Physical Contact, Summary
– Strangulation — Applying Pressure to Throat or Neck, Misdemeanor 2

Charges from November 18 incident:

– Simple Assault, Misdemeanor 1
– Harassment — Subject Other to Physical Contact, Summary

The charges have all been transferred to the Clarion County Court of Common Pleas.

Jones is currently free on $50,000.00 unsecured bail.

The charges stem from two separate incidents that occurred at a residence located on North 5th Avenue in Clarion Borough.

November 8 Incident:

According to a criminal complaint filed on November 19 by Officer Foust, of the Clarion Borough Police Department, he spoke to a known female victim in the evening of November 12.

The victim reported that on the evening of Friday, November 8, at Jones’ North 5th Avenue apartment, they had some friends over and Jones’ six-year-old child was at the apartment. During the evening, Jones and a friend left the apartment to bring back some food.

When Jones got back, the victim stated that “he was acting energetic and out of the ordinary like he was under the influence of something,” the complaint indicates.

Jones’ brother lives nearby, so the victim took Jones’ child over to his house due to Jones acting strange, the complaint states.

The victim said that after the get-together ended, Jones went over to his brother’s house around 8:00 p.m. and brought back his son. The victim stated that she took Jones’ son back to his brother’s house “because of the state that Jones was in.” When she returned to the house, Jones was gone.

Jones came back from the bar around 10:00 p.m., and the victim reported that he started throwing things around in the house, and she stayed in bed under the covers, the complaint indicates.

According to the complaint, Jones kicked open the bedroom door where the victim was sleeping and stated, “I hope you’re dressed bitch. You’re getting out.”

The victim told Officer Foust that Jones then grabbed her ankles and pulled her from the bed and began to hit her face with his fist while he had her in a choke hold, according to the complaint.

Officer Foust observed bruising on the right side of the victim’s face.

The victim also said that she tried crawling away, and Jones dragged her back striking her about her body, the complaint indicates.

Officer Foust saw a dark-colored bruise on the victim’s arm.

The victim said that Jones sat up on his knees and said “Ready for more bitch.” The victim said that she ran out of Jones’ house to his brother’s house next door for help, the complaint states.

On November 12, the victim sought medical treatment for her injuries at Clarion County Community medicine. Dr. Zlotnicky ordered CAT scans for her head and an x-ray for her shoulder, according to the complaint.

Around 7:30 p.m. on November 15, Officer Foust went to Jones’ residence and spoke to him.

Officer Foust told Jones that the victim reported that he had assaulted her in his home last Friday night. Jones denied the allegations.

Jones was arraigned at 9:34 a.m. on Thursday, November 21, in Judge Quinn’s office.

Bail was set at $5,000.00 monetary bail.

Incident on Monday, November 18:

According to a criminal complaint filed by Officer Kemmer, of Clarion Borough Police Department, he was dispatched around 11:55 a.m. on Tuesday, November 19, to a local school for a report of a possible assault.

Officer Kemmer was met by the elementary principal along with a CYS caseworker.

The caseworker reported that she received a call from the principal reporting that a known six-year-old boy arrived at the school with red marks on the left side of his face. The six-year-old reported to the principal that his father Luke Jones slapped him across the face.

Officer Kemmer then spoke with the six-year-old in the principal’s office.

The child stated that he was in his dad’s bed watching t.v. when his dad slapped him across the face. The six-year-old said that his dad told him to quit talking back. The six-year-old also stated that he was also smacked on the butt three times. The child reported that after being slapped across the face, his dad told him that he was sorry, kissed his face, and put lotion on his face, according to the complaint.

The child stated that his face hurts, and he cried after it happened, the complaint states.

Officer Kemmer observed several red marks on the left side of the child’s face along with a small bruise above the left eye.

Jones was arraigned at 2:59 p.m. on Tuesday, November 19, in Magisterial District Judge Duane L. Quinn’s office.

Bail was set at $50,000.00 monetary bail.

He was released on Tuesday, November 26, after his bail type was changed to unsecured by an agreement between the prosecution and defense in the cases.
