Clarion County Prison Population Drops in 2018; Budget $2.4 Million

Clarion County JailCLARION, Pa. (EYT) – Warden Jeff Hornberger on Thursday morning presented the Annual 2018 Report on the Clarion County Prison to the prison board, noting that the average daily population was 101 and the actual budget was $2,411,679.67.

“The average daily population has gone down for the second year in a row which is good news for the county because our costs are going to go down,” said Wayne Brosius Prison Board chairman. “Ever since I’ve been here from 2011 through 2016, the population increased some each year, but for the last two years, it has gone down.”

“One of the things that you can attribute it to is better plans and systems going through the court system that have been initiated over the years. I’d like to thank the Judge, the DA, and everybody in the court system for helping with some of these programs that were initiated to try to reduce the population of the jail. Fewer incarcerations, more treatment, and more releases with supervision all seem to be helping.”

The jail is funded exclusively by county tax money.

“In the budget that the end of 2018 we were at 95 percent of the budget allocated for the prison by the County. So that’s good news for the county budget,” continued Brosius.

“I’d like to commend Jeff Hornberger for doing a good job, but also watching the pennies there, and he’s well known for doing that.”

The total population for 2018 included 75.69 percent men and 24.31 percent females. The average length of stay for females was 36.49 days and males 50.28 days.

It cost $65.41 per day to house an inmate in 2018. A total of 122,640 meals were served at the cost of $1.36 per meal.

“The big cost is the wages, as usual. It is a 24-7, 365 days a year facility,” added Brosius. “It’s always manned by several people at any time and staffing is the major cost.”
