Police: Prowler on Meth Charged with False ID to Law Enforcement, Drug Paraphernalia

(EYT) – A man who allegedly admitted to being on methamphetamine after being accused of peering in windows and knocking on doors in Monroe Township is facing charges for providing a false identification to officers, drug paraphernalia, and other offenses.

According to court documents, on April 10, Clarion-based State Police filed criminal charges against 26-year-old Roman Landon-Charles Saylor, of Vestaburg, Washington County, Pa.

The case stems from an initial call about a suspicious person trespassing at a Monroe Township residence on Monday, April 8.

According to a criminal complaint, around 5:28 a.m. on April 8, troopers were dispatched to a residence on Railroad Street in Monroe Township, Clarion County, for a report of a suspicious person. The complainant said a male was walking around his residence and standing on his porch. The male was later identified as Roman Saylor.

The complainant stated that (the individual later identified as Saylor) was walking around his property looking in the windows. He had knocked on the complainant’s door demanding to use his phone and let him in the residence. Upon the troopers’ arrival, Saylor ran from the porch and into the woodline of the complainant’s property.

Around 9:42 a.m., Troopers Reilly and Mesing and Corporal Yockey were dispatched back to the residence. It was learned that Saylor was looking in the windows again and knocking on the complainant’s door. Upon arrival, Saylor was gone, and the complainant stated that he was running through backyards. Residents in the area related that the man was hiding in bushes and running through the woods. After searching the area, troopers were unable to locate Saylor.

According to the complaint, around 1:12 p.m., troopers were dispatched to the area of Corcetti’s Apartments for a man knocking on doors. Upon arrival, troopers located Saylor, and Corporal Yockey told him that he was under investigation for loitering and prowling.

Corporal Yockey asked Saylor his name and date of birth, and he stated: Johnny Mitchell – 11/30/87. Corporal Yockey ran the information and had negative results.

Saylor was again asked his name and date of birth. Saylor stated: Jonathan Mitchell – 11/30/87.

The complaint states that Saylor had bloodshot eyes, was stumbling, and had slurred speech. He was in and out of consciousness while standing up. He allegedly stated that he injected methamphetamine at 3:00 a.m. He was placed in handcuffs and transported to the Clarion State Police barracks.

He was fingerprinted, identified, and then transported to the Clarion Hospital.

It was discovered that Saylor had multiple warrants for parole violations.

While being cleared at the hospital to be transported to the Clarion County Jail, a hypodermic needle with a white residue was found on Saylor’s person.

He was arraigned at 10:53 a.m. on April 10 in Magisterial District Judge Timothy P. Schill’s office on the following charges:

– Use/Possession Of Drug Paraphernalia, Misdemeanor
– False Identification To Law Enforcement Officer, Misdemeanor 3
– Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3
– Loitering And Prowling At Night Time, Misdemeanor 3
– Criminal Trespass/Simple Trespasser, Summary (two counts)
– Public Drunkenness And Similar Misconduct, Summary

Unable to post $10,000.00 monetary bail, he was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 9:30 a.m. on April 23 with Judge Schill presiding.
