Newbie Man Faces New Charges for Making Threats Against Chief Peck, Clarion County Guards

CLARION, Pa. (EYT) — A New Bethlehem man who is currently in state prison for making threats against a correction officer is once again facing charges for writing a threatening letter regarding four local authorities.

According to court documents, on April 24, the Clarion Borough Police Department filed criminal charges against 28-year-old Joseph David Supik Jr., of New Bethlehem, currently lodged in SCI Somerset.

The charges stem from the attempted mailing of a letter on April 6, 2019, by Joseph Supik Jr. to Clarion County Assistant District Attorney Drew Welsh.

According to a criminal complaint, the letter was intercepted by the Department of Corrections at SCI Somerset and confiscated due to having false information on the return address portion of the envelope.

The complaint notes the exterior envelope contained a homemade envelope addressed to “Clarion County Police Det Billy Peck,” and in the envelope was a letter, written by Supik, and headed to “Dear Detective William H. Peck.” The letter began with “what’s going on (expletive boy)” and continued to describe physical harm intended to be done by Supik to Detective Peck sometime in the unknown future.

According to the complaint, Supik threatened: “making your life a living nightmare Tieing you up beating you Torchering you day after day…” In addition, it also stated: “don’t always use a gun to take someone out there are other ways around things and your just that (expletive) i am going to do it too…”

In addition, the letter also targeted three known guards at the Clarion County Jail with “getting an (expletive kicking), not saying when…” The guards were all specifically mentioned by name and title, according to the complaint.

The complaint also notes all four victims were targeted due to official actions taken in either the judicial process or the corrections system.

Based on the investigation, a preliminary hearing was held in front of Magisterial District Judge Duane L. Quinn at 11:30 a.m. on Tuesday, April 30, on the following charges:

– Threat Unlawful Harm to Influence Judicial/Administrative Process, Felony 3
– Terroristic Threats With intent to Terrorize Another, Misdemeanor 1 (four counts)
– Stalking — Repeatedly Communicate to Cause Fear, Misdemeanor 1
– Retaliation for Past Official Action, Misdemeanor 2 (two counts)
– Harassment — Communicate Lewd, Threatening, Etc. Language, Misdemeanor 3 (four counts)

The charges were held for court.

The case was transferred to the Clarion County Court of Common Pleas.

Hearing on Related Case:

According to court documents, the following charges against Supik from incidents on February 21, 2019, February 28, 2019, and March 9, 2019, were also held for court on Tuesday, April 30:

– Terroristic Threats W/Intent To Terrorize Another, Misdemeanor 1
– Harassment — Communicate Lewd, Threatening, Etc. Language, Misdemeanor 3 (two counts)

The charges stem from an investigation of Terroristic Threats and Harassment involving Joseph Supik. The investigation was conducted by William Peck, IV, who is the Chief of Police of Clarion Borough and the Chief Detective of Clarion County.

The investigation involves letters that Supik allegedly sent to Clarion County Judge Arner, Clarion County Corrections Deputy Warden Sprankle, and Chief William Peck.

According to a criminal complaint, on February 21, 2019, Supik allegedly authored a letter to Judge Arner to tell him to “(expletive) off” and communicated with other lewd and obscene words.

Then, on February 28, Supik allegedly authored another letter to Judge Arner that was received by the court on March 5, 2019.

It is alleged that Supik made reference to the sentence that Arner provided him and (the letter stated) Judge Arner “(expletive) up badly” by giving him a state sentence. Supik wrote he “will make Judge Arner’s life a living (expletive) Hell zone, payback is a (expletive) bitch, and life is going to be Hell for you and your family, game (is) on (expletive) your about to be (expletive) history,” the complaint indicates.

On March 9, 2019, Supik allegedly authored a letter to Deputy Warden Sprankle of the Clarion County Jail.

According to the complaint, Supik allegedly made a statement in the letter of a sexual nature and other lewd and obscene words.

On April 1, Chief Peck received a letter from Supik at the Clarion Borough Police Department.

In the letter, Supik mentions Clarion County Deputy Warden Sprankle and six other corrections officers. Supik allegedly stated that he cannot wait to get out (of jail) to pay Sprankle and the other CO’s a visit. Supik allegedly mentioned the only person he is after is Sprankle, and if he ends up in the Clarion County Jail, things can get “ugly” for him and “bad” things are going to happen to Sprankle, according to the complaint.

Around 11:00 a.m., on March 15, 2019, Supik was interviewed in reference to the letters dated February 21, 2019, February 28, 2019, and March 9, 2019, by Corporal Reynolds of PSP Somerset at SCI Somerset.

Supik allegedly admitted to Corporal Reynolds that he did author the said letters, the complaint states.

Court documents indicate Supik has an extensive criminal history dating back to 2009, with convictions ranging from harassment to theft.

He is also scheduled to stand for a preliminary hearing in front of Magisterial District Judge Sandra L. Stevanus, in Somerset County, at 11:00 a.m. on Tuesday, May 21, on the following charges in relation to an incident that occurred on July 1, 2018, in Somerset County:

– Aggravated Assault, Felony 2 (three counts)
– Terroristic Threats With Intent to Terrorize Another, Misdemeanor 1 (three counts)
– Simple Assault, Misdemeanor 2 (three counts)
– Harassment-Communicate Lewd, Threatening, Etc. Language, Misdemeanor 3 (four counts)
– Harassment-Communicate Repeatedly in Another Manner, Misdemeanor 3 (five counts)

He currently remains lodged in SCI Somerset.
