Titusville Man Accused of Tying Young Girl to Bed, Inappropriately Touching Her

VENANGO CO., Pa. (EYT) — A Titusville man is facing charges after he allegedly tied a juvenile to a bed and indecently assaulted her.

According to online court documents, Franklin-based State Police filed criminal charges against 32-year-old Christopher Jon Budzinski, of Titusville.

According to a criminal complaint, on March 29, 2016, Venango County Children and Youth Services (CYS), advised PSP Franklin of an incident of suspected child abuse in Cornplanter Township.

The complaint states that on April 13, a forensic interview of the juvenile victim was conducted. The victim stated that she was left alone at her house with Christopher Jon Budzinski. It is alleged that he was angry because she was left with him and went upstairs to her room and started hitting her everywhere with his hands, “beating her up,” while yelling and swearing at her.

The complaint indicates that Budzinski allegedly went downstairs and came back with gray duct tape and white rope. The victim was sitting on her room couch crying, and Budzinski “pushed her onto her bed and tied her arms and legs to the metal posts of (her futon bed). (He) put duct tape across her mouth…and started hitting her again and belittling her.”

According to the complaint, “the victim closed her eyes and did not know what was going to happen next.” Budzinski allegedly “tried to take her pants off but could not because her legs were tied. (He) pulled her pants down to her knees then her shirt up to her neck. (He) touched her breasts and vagina area with his hands.”

The victim said that “the incident seemed like it went on for two hours, and (Budzinski) finally stopped touching her. (He) untied her and told her that if she told anyone he would do the same thing to her little sister…and that he would make her watch,” the complaint continues.

According to the complaint, “approximately two weeks later, the victim was going to be left alone with Budzinski,” and she begged not to be left alone with him. Budzinski allegedly said to leave her with him stating, “It’s fine.”

“The victim felt the same thing was going to happen, and everything happened as before. The victim stated that the first time this occurred, she was left alone with Budzinski for about two hours. The second time the victim stated that she believes she was left alone with him between 5:00 p.m. and 9:30 p.m.,” according to the complaint.

Based on the investigation, a criminal complaint was filed against Budzinski in District Judge Andrew F. Fish’s office on the following charges:

  • Indecent Assault Threat Forcible Compulsion, Misdemeanor 1
  • Simple Assault, Misdemeanor 2

According to court documents, Budzinski received a summons for a preliminary hearing that is scheduled for 8:30 a.m. on October 26, at Venango County Central Court with Judge Fish presiding.
