‘Out of Control’ Man Accused of Punching Clarion Borough Police Officer

CLARION BOROUGH, Pa. (EYT) — Authorities say a 20-year-old man is facing aggravated assault charges after he allegedly punched a Clarion Borough police officer.

On April 22, Clarion Borough Police filed the following charges against Angelo Rios-Lopez, 20, of Bentleyville, Washington County:

  • Resisting Arrest/Other Law Enforcement, Misdemeanor 2
  • Disorderly Conduct Engage in Fighting, Misdemeanor 3
  • Purchase Alcoholic Beverage By a Minor, Summary
  • Public Drunkenness And Similar Misconduct, Summary

A criminal complaint filed by Clarion Borough Police Chief William H. Peck, IV, states that the incident occurred on April 21 around 6:45 p.m. after Clarion County 911 dispatched police to the area of Wood Street and 6th Avenue for a report of an “out of control” man.

Chief Peck and Officer Wright were able to locate the suspect in a parking lot near the Clarion fire hall along Wood Street.

The suspect, who was later identified as Angelo Rios-Lopez, was observed pushing a female. A second female in close proximity to the suspect also appeared to be in distress, according to the criminal complaint.

Chief Peck and Officer Wright exited the patrol car. When Rios-Lopez saw them, he immediately charged at Officer Wright and allegedly attempted to punch him. Rios-Lopez swung a second time and hit Officer Wright in the chest, the complaint indicates.

Chief Peck attempted to deploy his taser but could not due to Officer Wright being in close contact with Rios-Lopez.

The criminal complaint states that Officer Wright then placed Rios-Lopez in a bear hug and took him to the ground.

Rios-Lopez allegedly resisted arrest and had to be forcibly handcuffed by Officer Wright and Chief Peck.

According to the criminal complaint, Rios-Lopez was asked multiple times to comply with the officers; however, he allegedly continued to resist arrest.

When Rios-Lopez was finally taken into custody, Chief Peck observed that he was bleeding from the mouth and eye area.

One of the females involved in the initial altercation told police that Rios-Lopez is a diabetic, and she “was concerned.”

Rios-Lopez was transported to the Clarion Hospital Emergency Room where he was admitted for “medical reasons,” according to the criminal complaint.

Officer Wright and Chief Peck both suffered knee injuries during the altercation.

The criminal complaint also states that Rios-Lopez was visibly intoxicated and found to be in the possession of a backpack containing alcoholic beverages.

Chief Peck later interviewed the person who made the initial 911 call. The caller told Chief Peck that “the man with the backpack” was yelling and screaming at a female, stating “she had to prove to him that she cared.” Rios-Lopez also allegedly punched multiple parking meters and threw his wallet at a vehicle traveling on Wood Street, according to the complaint.

After being released from the hospital on Saturday, Rios-Lopez was lodged in the Clarion County Jail. On Monday, he was released from jail after posting $10,000.00 cash bail.

A preliminary hearing is set for May 2 at 11:30 a.m. with Magisterial District Judge Duane L. Quinn presiding.
