OIL CITY, Pa. (EYT) — A 48-year-old Oil City man is behind bars on charges related to the alleged sexual assault of a 14-year-old girl earlier this year.
The Oil City Police Department filed the following charges against Keith Lamar Morgan on Friday:
- Statutory Sexual Assault: 11 Years Older, Felony 1
- Aggravated Indecent Assault — Complainant Less Than 16 Years of Age, Felony 2
- Corruption of Minors, Misdemeanor 1
- Sell/Furnish Liquor Etc. to Minor, Misdemeanor 3
According to a criminal complaint filed by Oil City Police Patrolman Codie Webster, the investigation was initiated on April 17 after an Oil City man filed a report indicating Keith Morgan provided alcohol and marijuana to the man’s 14-year-old daughter. The man presented police with evidence of the allegations via a printed copy of a screenshot from his daughter’s mobile phone.
During an April 29 interview with Officer Webster, the victim stated that she drank alcohol and smoked marijuana at Morgan’s residence in March 2017.
The victim also stated that she slept in Morgan’s bed that night, and he allegedly performed oral sex on her and then briefly penetrated her vagina, according to the complaint.
A forensic interview was conducted with the victim at Venango County Children and Youth Services on July 1.
Due to the victim being “very reserved” during the interview, investigators asked her to provide a written account of the incident, the complaint states.
The victim’s written account stated that Morgan once told her “you use to be a little rascal now your a sexy little rascal.”
It went on to state that Morgan sent her a picture of his genitalia on New Year’s Eve, the complaint continues.
The written account also stated, “(Morgan) started talking to me about how age is just a number An how I am very mature. An that my maturity level was higher then allot or girls my age. So then we talked. I came back over and things happened. An after he took it as If we ware in a relationship.”
“Sexual things happened. I told police specific things. kissing, oral sex on me, [vulgar/removed]. Shortly had sex (not really) (like penetrated me briefly),” according to the complaint.

Morgan was arraigned before Magisterial District Judge Matthew T. Kirtland on Friday, October 13, at 6:40 p.m.
He was placed in the Venango County Jail after failing to post $75,000.00 cash bail.
A preliminary hearing is scheduled for October 18 at 8:30 a.m. with Judge Kirtland presiding.
