Callensburg Man Accused of Drug Manufacturing; Faces Preliminary Hearing on Tuesday

MONROE TWP., Pa. (EYT) — Clarion County Narcotics Enforcement Team (CNET) filed criminal charges against a Callensburg man for his alleged involvement in the manufacturing of methamphetamine using the one-pot method.

According to court documents, on October 17, 2017, William V. Peck IV — a member of CNET and a Clarion County Chief Detective — filed the following criminal charges against 54-year-old, Joseph Brian Terwilliger, of Callensburg:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (four counts)
  • Possessing Red Phosphorus, etc w/ Intent to Manufacture Controlled Substances, Felony (three counts)
  • Knowingly Possessing Ephedrine, Misdemeanor (three counts)

He was arraigned at 2:03 p.m. on October 17 in front of Magisterial District Judge Timothy P. Schill.

Unable to post $75,000.00 monetary bail, he was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for Tuesday, October 24, at 8:30 a.m. with Judge Schill presiding.

According to a criminal complaint, the following incidents were revealed following a CNET investigation:

November 28, 2015 Incident

Joseph Terwilliger purchased 3.6 grams of pseudoephedrine (a key ingredient in the process to manufacture “one-pot” meth), a bottle of Mountain Dew, Coleman fuel, airline tubing, and a lighter.

December 18, 2015 Incident

Terwilliger purchased 3.6 grams of pseudoephedrine, fuel pellets, Coleman fuel, and AA-4 lithium batteries.

February 14, 2016 Incident

Terwilliger and a known relative went to Walmart together and purchased Allergy & Congestion Relief that contained 3.6 grams of pseudoephedrine.

Terwilliger also purchased AA-4 Lithium Batteries and a bottle of Mountain Dew.

Walmart Loss Prevention provided Detective Peck with receipts and videos of the transactions for the above incidents.

Detective Peck viewed the videos and was able to identify the person as Joseph Terwilliger.

Based on Detective Peck’s experience, the items listed above and manner of which they were purchased shows Terwilliger’s involvement in the manufacturing of methamphetamine using the one-pot method, a Schedule II Controlled Substance.

At the preliminary hearing on Tuesday, October 24, 2017, Terwilliger is also facing a third-degree felony charge of Fleeing or Attempting to Elude Officer, a misdemeanor charge of Use/Possession Of Drug Paraphernalia, a misdemeanor charge of DUI: Controlled Substance-Impaired Ability- 1st Offense, and summary traffic-related violations stemming from a September 19, 2017 incident.
